El Paso City Council proposes tax levy

The El Paso City Council met Dec. 5 to propose a tax levy.

Here are the meeting's minutes, as provided by the council:

"The City of El Paso is governed by a seven member governing body, which consists of the mayor and six aldermen. The mayor is an at-large position elected by the citizens of El Paso to a four year term. The six aldermen are divided into three wards, two aldermen per ward, who also serve four year terms."

El Paso City Council Regular Meeting Minutes December 5, 2016

A Regular Meeting of the El Paso City Council was called to order by Mayor Mool on December 5, 2016 at 7:35 PM.

Council Members Present: Burton, Price, Brucker, Steffen and Roberts. Absent: Benedict.

Also Present:, Director of Public Services Jack Hickok, Attorney Stoller, Sgt. Brian Clark, Kim Kearney, Chris Oertwig, and Treasurer Jennie Kearney as the local press.

Pledge of allegiance to the flag was recited.

Approval of Agenda: Motion by Steffen, seconded by Brucker to approve agenda as presented. Voice vote taken of all ayes.

Consent Agenda.

Council Minutes: The minutes of the November 21, 2016 City Council Meeting were presented in written form.

Approval of Consent Agenda: Motion by Burton, seconded by Steffen to approve items on consent agenda as presented. Voice vote taken of all ayes.

Public Comments: None

Old Business: None.

New Business:

Public Hearing -Proposed Property Tax Levy

A public hearing was called to order by Mayor Mool at 7:37 PM. All in attendance from above were present for hearing. Proposed Tax Levy Ordinance 992 was presented for discussion. After no questions or discussion, Motion by Brucker, seconded by Steffen to close hearing and return to regular session. Roll call vote taken of all ayes. Regular Session called back to order at 7:40 PM.

Proposed Ordinance 992: An Ordinance to Levying Taxes for Corporate Purposes for the current fiscal year commencing on May 1, 2016 and ending April 30, 2017 for the City of El Paso, Woodford and McLean Counties, Illinois. Motion by Price, seconded by Brucker to pass Ordianance 992. Roll call vote taken of all ayes.

Mayor’s Report: The Mayor spoke of first snow of the season and fine job in removal by public works.

Director of Public Service: Jack reported that the Walnut Street water main improvement is underway, that the north water tower work should be completed tomorrow, as they started filling today. The Schreck subdivision water stems have been replaced or repair and we have accepted the Water and Sewer lines. An agreement about Prairie Crossing retention basin and work they will do to meet agreement will be presented at next council meeting.

City Council Comments: Alderman Burton complimented on new decorations and Friday and Saturday donations will be accepted for the ‘Gifts for Yanks’ at the IGA.

Staff Reports:

Clerk's Report: Three from City Hall went to a MSI users meeting and a software upgrade 7.5 will be done on the 21st. Tax levy will be filed on Wednesday.

City Attorney: Attorney Stoller spoke of proposed Ordianance 993, concerning travel, meal and lodging expenses.

Motion by Steffen, seconded by Price to adjourn. Voice vote taken of all ayes. Meeting adjourned at 8:08 PM.
