City of Le Roy City Council met Feb. 20.

Here are the minutes provided by the council:

The meeting was called to order by Mayor Steve Dean at 7:00 PM at Le Roy City Hall, 207 S East Street, Le Roy. Council members present were Matt Steffen, Sarah Welte, Kelly Lay, Dawn Hanafin, Justin Morfey, Ron Legner, Kyle Merkle, Patti Welander.

Staff members present were Scott Bryant, Perry Mayer, Dan Lush, Dave Jenkins and Anita Corso.

During Public Comments Ms. Tennille McBride spoke in favor of both the chicken and bee ordinances on the agenda.

Included on the consent agenda were Regular Meeting Minutes from February 6, 2023, invoices from 02/20/2023 totaling $182,808.86, and payroll for the period of 2/10/2023 in the amount of $ 41,933.62.

The items in the consent agenda were voted on separately.

Motion was made by Patti and seconded by Matt for approval of the Council Meeting Minutes corrected to include the roll call votes for Ordinance 23-02-02-41. Roll call: Matt Steffen-yes, Sarah Welte-yes, Kelly Lay-yes, Dawn Hanafin-yes, Justin Morfey-yes, Ron Legner-yes, Kyle Merkle-yes, Patti Welander yes. Motion carried 8 yeas, 0 nays.

Motion was made by Kelly and seconded by Sarah for approval of the invoices and payroll. Roll call: Matt Steffen-yes, Sarah Welte-yes, Kelly Lay-yes, Dawn Hanafin-abstain, Justin Morfey-yes, Ron Legner yes, Kyle Merkle-yes, Patti Welander-yes. Motion carried 7 yeas, 0 nays, 1 abstain.

Scott reported the pump has been repaired and reinstalled. The backup pump is now being fixed. The utility tractor is also being repaired.

Perry reported the situation at Oak and Elm streets has been fixed and that both he and John will be in training Tuesday & Wednesday this week.

ORD 23-02-03-51 AN ORDINANCE AMENDING THE CITY CODE – KEEPING OF POULTRY. Motion was made by Patti and seconded by Kelly to approve the ordinance. Discussion reviewed the number of hens based on lot size, how to handle deceased chickens, and muli-year permits. It was agreed to amend the ordinance to allow the maximum number of hens to be based on the size of the lot. Roll call: Matt Steffen-yes, Sarah Welte-yes, Kelly Lay-yes, Dawn Hanafin-yes, Justin Morfey-yes, Ron Legner-yes, Kyle Merkle-yes, Patti Welander-yes. Motion carried 8 yeas, 0 nays.

ORD 23-02-04-51 AN ORDINANCE AMENDING THE CITY CODE – KEEPING BEES. Motion to approve was made by Kelly and seconded by Sarah. Discussion covered space details, spelling corrections, number of hives based on size of the lot, and mandatory auto-read water meter. The motion was amended to include the changes. Roll call: Matt Steffen-yes, Sarah Welte-yes, Kelly Lay-yes, Dawn Hanafin-yes, Justin Morfey-yes, Ron Legner-yes, Kyle Merkle-yes, Patti Welander-yes. Motion carried 8 yeas, 0 nays.

Motion by Patti was seconded by Matt for approval of the quote from Holiday outdoor Décor for holiday decorations totaling $7,214.07. Roll call: Matt Steffen-yes, Sarah Welte-yes, Kelly Lay-yes, Dawn Hanafin-yes, Justin Morfey-yes, Ron Legner-yes, Kyle Merkle-yes, Patti Welander-yes. Motion carried 8 yeas, 0 nays.

Motion by Matt was seconded by Patti to approve the renewal of a two-year contract extension for Dave Jenkins as the City Administrator effective February 22, 2023 through April 30, 2025. Roll call: Matt Steffen-yes, Sarah Welte-yes, Kelly Lay-yes, Dawn Hanafin-yes, Justin Morfey-yes, Ron Legner-yes, Kyle Merkle-yes, Patti Welander-yes. Motion carried 8 yeas, 0 nays.

In Old and New Business there was a reminder of the Mayor’s Birthday Fundraiser will be Sunday March 5, 2023 from 2-4:30pm with appetizers at El K’azador and cake along with tastings at Oak and Flame. Also a mention of plans for a St. Patrick’s Day Parade on 3/18 if there was enough community interest.

Sarah asked about mowing at Brickyard Field and if there were any park funds from years ago. The Mayor responded the park is mowed every two weeks by an outside contractor and the funds in question were used last year to help replace equipment at Bowman. Also a reminder there is a fundraiser at the Princess on March 9th for the Brickyard ball field.

Dave mentioned the Community & Economic Development Committee is working on an application and process for TIF funds when they are available.
