City of Le Roy City Council met March 18.

Here are the minutes provided by the council:

The meeting was called to order by Mayor Steve Dean at 7:00 PM at Le Roy City Hall, 207 S East Street, Le Roy. Council members present were Dawn Hanafin, Matt Steffen, Ron Legner, Kelly Lay, Justin Morfey, Kyle Merkle, and Sarah Welte. Patti Welander was absent.

Staff members present were Dan Lush, Scott Bryant, Perry Mayer, Dave Jenkins, Brad

Frankovich and Anita Corso.

There were no comments from the public.

Included on the consent agenda were Regular Meeting Minutes 3/4/2024, invoices from 3/18/2024 totaling $ 78,539.71 and, payroll for the period of 3/8/2024 in the amount of $47,866.19.

The items of the consent agenda were voted on separately.

Motion was made by Sarah and seconded by Justin for approval of the Regular Meeting Minutes. Roll call: Dawn Hanafin-abstain, Matt Steffen-yes, Kelly Lay-abstain, Ron Legner-yes, Kyle Merkle- yes, Justin Morfey-yes, Sarah Welte-yes. Motion carried 5 yeas, 0 nays, 2 abstain.

Motion was made by Matt and seconded by Kelly for approval of the invoices and payroll. Roll call: Dawn Hanafin-abstain, Matt Steffen-yes, Kelly Lay-yes, Ron Legner- abstain, Kyle Merkle- yes, Justin Morfey-yes, Sarah Welte-yes. Motion carried 5 yeas, 0 nays, 2 abstain.

Staff Reports began with Dan reminding everyone brush pickup will begin Monday April 1, 2024 and then be every other week until November. He also said the Highway Dept told him the pile of dirt at the dog park is ok to take by anyone who wants it. Also, the School Street project is still on the County's list of things to do.

Perry reported a very productive meeting with Jacobs Engineering with another meeting scheduled for mid-April. Two members from RCAP will be in town Wednesday 3/20/24 to help contact the approximately 90 homes that still have unidentified service line material. They will be wearing yellow vests and have ID as well as a City permit. He also has a meeting that day

Anita reminded council their statement of economic interest is due to be filed electronically with the county by May 1, 2024 and asked the confirmation email be forwarded to City Hall for the files.

Dave reported investing General Fund and Sewer Fund monies in the Illinois Funds.

Will Gray and Terry Boyer, Donohue & Associates presentation on the proposed Wastewater Treatment Facility improvements. Slide presentation is attached to these minutes.

Dave gave details on an alternate plan for EV charging stations in Le Roy with McLean County through a State of Illinois program. Kelly made a motion, seconded by Justin, to table the approval of the Envirospark Networks, Inc. EV Charging Stations Installation and Services Agreement until more details could be received on the alternate program. Discussion included differences between the state program and the private program. Council asked Dave to proceed with the application for the state program. Roll call: Dawn Hanafin-yes, Matt Steffen- yes, Kelly Lay-yes, Ron Legner- yes, Kyle Merkle- yes, Justin Morfey-yes, Sarah Welte-yes. Motion tabled 7 yeas, 0 nays.

Sarah made a motion, seconded by Matt to table the discussion on the Retail Strategies updated until the next meeting. Roll call: Dawn Hanafin-yes, Matt Steffen-yes, Kelly Lay-yes, Ron Legner-yes, Kyle Merkle- yes, Justin Morfey-yes, Sarah Welte-yes. Motion carried, discussion tabled 7 yeas, 0 nays.

In Old and New Business Dave reported Retail Strategies will have a group in Le Roy to evaluate downtown on April 18, 2024.

Mayor Dean said the Eagle project at Gaultney Park is going well. The shade cover over the memorial is complete. Also, the old Hardees property owner gave the City three flag poles in good shape. One will be put at Gaultney Park. Matt Jackson and another resident in Golden Eagle have cleared the rail bed of weeks and brush from True Value to Howard Virgin Park as a walking trail for any who would like to use it. The EV charging stations at Casey's are open and operational.

Ron asked about the TIF status. Dave answered no funds have been received as yet. They are expected to begin with the property tax receipts after June.

Matt made a motion, seconded by Kelly, to enter executive session pursuant to 5ILCS 12/2 (c)(21) to review closed session minutes, including semi-annual review of closed session minutes. Roll call: Dawn Hanafin-yes, Matt Steffen-yes, Kelly Lay-yes, Ron Legner-yes, Kyle Merkle- yes, Justin Morfey-yes, Sarah Welte-yes. Motion carried 7 yeas, 0 nays.

Motion by Kelly was seconded by Matt to return to regular session from executive session. Roll call: Dawn Hanafin-yes, Matt Steffen-yes, Kelly Lay-yes, Ron Legner- yes, Kyle Merkle- yes, Justin Morfey-yes, Sarah Welte-yes. Motion carried 7 yeas, 0 nays.

Sarah made a motion, seconded by Matt, to keep executive session minutes closed and delete recordings eligible for deletion. Roll call: Dawn Hanafin-yes, Matt Steffen-yes, Kelly Lay-yes, Ron Legner- yes, Kyle Merkle- yes, Justin Morfey-yes, Sarah Welte-yes. Motion carried 7 yeas, 0 nays,

Motion by Kyle was seconded by Kelly to adjourn the regular council meeting. Roll call: Dawn Hanafin-yes, Matt Steffen-yes, Kelly Lay-yes, Ron Legner- yes, Kyle Merkle- yes, Justin Morfey- yes, Sarah Welte-yes. Motion carried 7 yeas, 0 nays.
