Bloomington Firefighters Pension Fund places 283rd among Illinois’ least funded emergency service pension systems in 2024

The Bloomington Firefighters Pension Fund was ranked 283rd for underfunding among Illinois’ police and fire pension funds in 2024, data from the Illinois Department of Insurance (IDOI) shows.

Operating under the city pension framework, the fund reported total pension liabilities of $152,691,009 and an actuarial funding figure of $98,089,141.

This results in a funding ratio of 64.2%, so the fund is missing 35.8% of the assets required for its retirement obligations.

The shortfall, or unfunded liability, amounts to roughly $54,601,868 for the system.

The Illinois Department of Insurance gathers and publishes information on local police and fire pensions, which are backed by residents in cities and towns.

In 2024, there were 300 fire and 363 police pension funds across Illinois. Some cities maintain both, while others only manage one type.

Sixty-four municipalities in 2024 did not have outstanding pension liabilities for police or fire, and these were omitted from pension rankings.

Police and fire pension commitments, often termed “pension benefits,” serve as deferred compensation. While municipal leaders pledge to offer these retirement benefits, shortfalls can arise when contributions from employees or taxpayers are insufficient, resulting in more debt. Municipalities make annual payments—largely sourced from property tax revenue—as tracked by the IDOI, to preserve pension solvency.

A statewide average funding ratio of 65.1% for police and fire pensions in 2024 illustrates the persistent funding challenges facing Illinois’ public safety retirement plans.

The Glencoe Firefighters Pension Fund reported the lowest funding ratio at 0.9% across the state.

Savoy Firefighters Pension Fund, by contrast, had the highest funded level, with a 797.7% funding ratio and an actuarial value of $149,803, far exceeding its liabilities.

Statewide, Illinois’ pension debt grew by $1.5 billion in 2024, raising the total to $143.7 billion, according to the Commission on Government Forecasting and Accountability. This increase marks three years of rising numbers and brings the total just below a 20-year high of $144.2 billion from 2020.

A State Department of Insurance Public Pension Division report found that suburban and downstate pension funds statewide had $12.1 billion in unfunded actuarial liabilities in 2024, with a collective funding ratio of 49.18%, illustrating that more than half of required assets remain unfunded.

According to an Equable Institute study, Illinois led all states in percentage of GDP dedicated to unfunded pension liabilities in 2024, reaching nearly 20%.

The nonpartisan Illinois Policy Institute says this has become an increasing taxpayer burden. Taxpayer pension contributions reportedly rose from $614 million in fiscal year 1996 to $11.2 billion in fiscal year 2025, according to the group.
