McLean County Board Health Committee met Jan. 6.

The Health Committee of the McLean County Board met on Tuesday, January 6, 2026, at 4:00 p.m. in Room 400 of the Government Center at 115 E. Washington Street, Bloomington, IL.

Members Present: Chair Corey Beirne, Members Eric Hansen, Beverly Bell, Geoff Tompkins, Buck Farley, Mike O’Neil and Brian Bangert

Members Absent: None

Other Members Present: None

Staff Present: Cassy Taylor, County Administrator; Cathy Dreyer, Assistant County Administrator; Julie Morlock, Recording Secretary; Don

Rood, First Assistant State’s Attorney – Civil Division

Department Heads/

Elected Officials Present: Tim Wiley, Nursing Home Administrator and Jessica McKnight, Health Department Director

Others Present: Dan Leary, Information Technology; Matt Proctor, Sheriff Department; and Jason Tabb, Superintendent Juvenile

Detention Center

Chair Beirne called the meeting to order at 4:00 p.m. and declared a quorum.

Chair Beirne confirmed there were no requests to speak by members of the public or county employees.

Chair Beirne presented the Consent Agenda for approval that included the November 4, 2025 regular meeting minutes and invoices for Board of Health, Nursing Home, Jail and JDC Medical and Developmental Disability Board.

Motion by Farley/Hansen to approve Consent Agenda that included the December 2, 2025 regular minutes and invoices for Board of Health, Nursing Home, Jail and JDC Medical and Developmental Disability Board.

Motion Carried.

Matt Proctor, Assistant Jail Superintendent presented on behalf of Alana Strum and Jail Medical the Jail Medical reports. Chair Beirne noted that Mr. Proctor had brought Daisie the Sheriff Departments facility dog with him. Chair Beirne asked if there were any questions, hearing none, he thanked him.

Mr. Jason Tabb, Juvenile Detention Center Superintendent presented his report to the Committee. Chair Beirne asked if anyone had any questions; hearing none he moved to the next item on the Agenda.

Jessica McKnight, the Health Department Administrator presented her monthly reports to the Committee. She indicated this is the season for illnesses and noted an increase in the area of respiratory viruses. She reminded everyone on the ways individuals can prevent the spreading of viruses. Chair Beirne asked if there were any questions or comments; hearing none, he thanked her.

Chair Beirne presented on behalf of Mr. Tim Wiley, Nursing Home Administrator a request to approve a contract with Advanced Nutrition Care, LLC for Registered Dietitian services. Mr. Wiley noted they found themselves in need of a Dietician and they have a good candidate they would like to approve through this contract.

Motion by Tompkins/Farley to recommend approval of a contract with Advanced Nutrition Care, LLC for Registered Dietitian services.

Motion Carried.

Chair Beirne presented on behalf of Mr. Tim Wiley, Nursing Home Administrator a request to approve a Laboratory Services Agreement with Carle Hospital. He felt this would help improve processing times of labs for patients at the nursing home.

Motion by Farley/Bell to recommend approval of a Laboratory Services Agreement with Carle Hospital.

Motion Carried.

Mr. Wiley presented his report to the Committee. He indicated they had received a 4-star rating and that the 3rd phase of construction is beginning. He also noted they would be taking a reclass request to Finance and would be bringing a budget amendment to stand up. Chair Beirne asked if there were any additional questions or comments; hearing none, he thanked him.

Ms. Cassy Taylor, County Administrator indicated she had no items for the Committee.

Chair Beirne noted the next meeting would be on February 3, 2026 at 4:00 p.m. Mr. Beirne noted delayed invoice processing from the Auditor and asked them to continue to bring that to their attention.

Chair Beirne asked if there was any other business to come before the Committee; hearing nothing, he adjourned the meeting at 4:06 p.m.
