Illinois State Senator Chris Balkema announced on March 30 that he is co-sponsoring a legislative package intended to support small businesses, provide relief to workers, and improve the state’s economic competitiveness.
The announcement comes as Illinois faces ongoing economic challenges such as projected population loss, slow job growth, and increasing costs for both employers and families. The proposed legislation aims to make Illinois more competitive and business-friendly by reducing costs and encouraging economic growth.
Among the measures in the package is Senate Bill 3786, which would create a Legacy Tax Credit for businesses headquartered in Illinois. This credit is designed to reward companies for long-term investment and job creation. Another bill, Senate Bill 3792, seeks to eliminate the state income tax on tipped wages so that workers can retain more of their earnings. Senate Bill 137 proposes an increase in the retailer’s discount for small businesses as a way to help offset expenses related to collecting and remitting sales taxes.
Additionally, Senate Bill 2763 would allow individuals and small business owners to deduct health insurance premiums and out-of-pocket medical expenses from their state taxes. These initiatives are part of broader efforts by lawmakers who say they want Illinois’ economy to be stronger for both businesses and working families.
Balkema was elected as a Republican member of the Illinois State Senate in 2025 representing the state’s 53rd Senate District after replacing previous state senator Thomas M. Bennett, according to official records.
