Town of Normal Leadership & Governance Committee met June 7.

Here is the minutes provided by the committee:

1. START:

The Leadership and Governance Workshop was called to order at 12:20 p.m. on Friday, June 7, 2019.

2. ATTENDANCE:

The following Councilmembers were physically present

PRESENT: Mayor Chris Koos and Councilmembers Kevin McCarthy, Chemberly

Cummings, Stan Nord, Karyn Smith, Kathleen Lorenz, and Scott Preston. City Manager, Pamela Reece, Assistant City Manager Eric Hanson, and Lyle Sumek were also present.

ABSENT: None

3. DISCUSSION OF THE LEADERSHIP AND GOVERNANCE PRIORITIES:

Mr. Sumek shared his perspective on political and policy issues facing local governments and best practices for effective leadership for governing bodies and administration. Council briefly reviewed and discussed Mr. Sumek’s materials relative to community leaders, community stewards, politicians and statespersons relative to building and maintaining effective organizations.

Mr. Sumek facilitated discussion pertaining to defining success as a member of the Board of Trustees for the municipality, effective meeting protocol and expectations and top priorities to achieve in the short term. Council discussed issues relative to scheduling work sessions to address topics of interest, addressing issues during a Council business meeting and engaging with citizens.

Further discussion ensued relative to effective communications strategies among Council members and between Administration and Council. Topics covered included best practices for communicating with Council on matters relative to citizen concerns, meeting agenda items, urgent public safety matters and basic organizational or community information.

4. ADJOURNMENT:

There being no further items for discussion the workshop was adjourned at 7:10 p.m., Friday, June 7, 2019.
