McLean County Property Committee met Dec. 5.

Chairman Barnett called the meeting to order at 4:57 p.m. and declared a quorum.
Chairman Barnett presented the minutes from the November 7, 2019 regular meeting of the Property Committee for approval.
Motion by Smith/Johnston to approve the November 7, 2019 regular meeting minutes of the Property Committee.
Motion carried.
Chairman Barnett indicated there has been a request for a presentation for painting of generator, but representatives from the organization were not able to be here. He stated Mr. Schmitt would present the information. Mr. Schmitt indicated organization proposes to paint the emergency generator as they have painted signal boxes in the downtown area using same type paint and procedures. Mr. Schmitt explained that painting would have a circus theme that would be second part of recognition of location where circus performers use to train. He went over proposal and provided information on artwork that had already been passed by the County Board. He stated they would work out an agreement and bring that back to the Committee and Board for approval as they wanted in the agreement wording where should we need to replace the generator, we are not financially responsible to replace the artwork. Mr. Barnett asked for update on artwork. Mr. Schmitt said it was to be installed by April, but there has been a delay so not sure it will be done by then. Mr. Smith asked the life span of the generator. Mr. Schmitt stated that it could be several years down the road as we do maintenance on it each year and there have been no issues. Mr. Friedrich asked about our liability if someone should deface the painting. Mr. Schmitt indicated they would make sure language was included in the agreement to make sure we are not responsible for maintaining or cleaning should any defacing of the painting occur.
Ms. Camille Rodriguez presented for action a request to approve Amendment to Amended and Restated Lease between the County of McLean and the Public Building Commission. Mr. Barnett asked if this was a standard agreement processed each year. Mr. Schmitt confirmed.
Motion by Thompson/Smith to recommend approval of Amendment to Amended and Restated Lease between the County of McLean and the Public Building Commission

Ms. Camille Rodriguez presented for action a request to approve Lease Agreement between the County of McLean and Veterans Assistance Commission for office space located on the fourth floor of 200 W. Front Street, Bloomington, IL building. Ms. Johnston asked if this was the same price as last year. Mr. Schmitt indicated there was a 3% increase.

Ms. Camille Rodriguez presented for action a request to approve a Lease Agreement between the County of McLean and the Regional Office of Education for DeWitt/Livingston/Logan/McLean Counties (ROE) for office space in the 200 W. Front Street Building.

Chairman Barnett asked Administration to go over the information items listed on the agenda. Mr. Schmitt indicated that Central Illinois Regional Broadband Network (CIRBN) is housed in the 200 W. Front Street Building and their lease had several 2-year options and they have requested the option for 2020/2021. Chairman Barnett asked if there were questions, hearing none, Ms. Rodriguez asked Mr. Schmitt to provide information on the next item.
Mr. Schmitt provided an update on the work done by Farnsworth for the generator, sprinkler and emergency electric panels at the Nursing Home. He said they started evaluation of smoke barrier walls and are working on other design work. Ms. Johnston said her biggest concern was the work on the electric panels and that there be no disruption of services. Mr. Schmitt indicated that has been taken into account and while there will be short interruptions, they are working to do that at night when there is less impact. Ms. Rodriguez also reminded the Committee we are not licensed to care for individuals who are on life support, so that will not be an added factor.
Ms. Rodriguez went over the positions filled report. Mr. Barnett indicated that last night at Finance there were two positions approved for critical hires in the Facilities department the Custodial Supervisor and Maintenance Mechanic II position. Mr. Schmitt confirmed those two individuals had left for positions at other locations. Chairman Barnett asked if there were any questions, hearing none, he thanked her.
Chairman Barnett indicated they were trying to organize the meeting at the Museum next month.
Chairman Barnett presented the bills from the Auditor with a Prepaid Total and Fund total amount of $82,986.88.
Motion by Thompson/Smith to approve payments of bills from the Auditor in the amount of $82,986.88.

Chairman Barnett asked if there was any other business to come before the Committee; hearing none, he adjourned the meeting at 5:15 p.m.
