Village of Heyworth Board of Trustee met March 17.

REPORT FROM THE MAYOR:
Mayor Zalucha announced there would be an executive session at this meeting. He then provided an update on his work with the McLean County Mayor’s Association (Mayors). The Mayors recently submitted a proposal to McLean County for ARPA funds totaling an amount not to exceed $5 million. The Mayor of Arrowsmith had seen Champaign County area mayors join forces to do a similar thing. The Mayors collaborated on a proposal of different rural projects, met with the County Executive Committee, and then went to the full County Board with their proposal. Some rural communities have dire needs. As an example, one community in McLean County has a failed water tower. For the Village, the Mayor submitted a project for the drainage issues on Thomas Drive and related to the Karr Street project. The Village’s portion of the award will amount to $276,000. The Mayor expressed his appreciation to the Mayors and specifically, to Chad Walden. He concluded by saying that he did not yet know what the process would be for getting the money, but he did expect it would likely involve an intergovernmental agreement.

REPORT FROM POLICE CHIEF – MIKE GERIETS:
Chief Geriets provided Board members with both the January and February 2022 activity reports. He indicated that activity during these two months had been fairly typical. There were no questions from the Board.
REPORT FROM CODE COMPLIANCE - DAVID SHAFER:
David Shafer submitted a written “Zoning and Code Enforcement Report for 3/17/2022” which had been provided to each Board member. [a copy of that report is available with these minutes] Mr. Shafer highlighted several items on this report. Regarding the motion to approve the purchase of zoning notice placards, Mr. Shafer informed the Board he was aware of 4 zoning matters coming up soon.
REPORT FROM PUBLIC WORKS -DAVID SHAFER:
David Shafer submitted a written “Public Works Report for 3/17/2022” which was distributed to each Board member. [a copy of that report is available with these minutes] Mr. Shafer highlighted several items on this report. He added an update related to paint touch-ups on the water tower.
REPORT FROM ENGINEER-DAVID SHAFER:
David Shafer submitted a written “Engineer Report for 3/17/2022” which was distributed to each Board member. [a copy of that report is available with these minutes] Mr. Shafer highlighted several items on this report. He pointed out that the materials bid action item on tonight’s agenda was to purchase 20% of the supplies for the water main project so that work can begin. This materials purchase will be charged to the Water Capital Fund. He also noted that the Village has received several phone calls about the parcel of ground to be sold next to Casey’s.
REPORT FROM TREASURER - SUE GILPIN:
Sue Gilpin provided the Board with an Investment Report as of February 28, 2022. Cash and investments totaled $3,306,679. She also provided the Summary of Revenues and Expenditures Reports as of February 28, 2022 and noted that revenues in most funds were over budget and expenditures under budget. She also provided the Board with the detailed budget report of all budget line items as of February 28, 2022. There were no questions.

Geoff Dodds submitted a written “Budget Officer Report” dated 3/17/22 which was distributed to each Board member. He highlighted items on this report. [A copy of that report is available with these minutes.]
REPORT FROM ADMINISTRATOR-GEOFF DODDS:
Geoff Dodds submitted a written “Administrator Report” dated 3/17/22 which was distributed to each Board member. [a copy of that report is available with these minutes] Mr. Dodds highlighted each of the items on this report. He walked the Board through all of the action items on the agenda and noted that one (the ordinance amending stormwater management) would be tabled.

ECONOMIC DEVELOPMENT, PLANNING & ZONING COMMITTEE - TRUSTEE GIRDLER:

PARKS & INFRASTRUCTURE COMMITTEE - TRUSTEE FLUBACKER
Trustee Flubacker reported that the Parks Committee had met recently. Topics the Committee had discussed included: plans for forming a Parks Advisory Committee, primarily to seek involvement for the 4th of July planning, and needed changes to golf cart fees and rules, in order to comply with State laws and to establish renewal timeframes. Mr. Shafer and Mr. Dodds provided additional explanations and background for the golf cart issues. Trustee Flubacker also expressed her thanks to Chief Geriets for meeting with the Committee.

7.1 On the matter of the first motion, there was much discussion and several questions from the Board members. Mr. Dodds responded and provided clarification on the intended use of the new placards and that their use would not necessarily be required, but that judgment would be made when it would be in the best interests of the community to use them. He noted that the ZBA and EDP Committee had weighed in on this intended use of placards as well.

7.3 2022-04 [Girdler, Sheppard] Ordinance to establish a date for a Public Hearing for the proposed First Amendment to Heyworth Tax Increment Financing (TIF) District VI. 6-yes, 0-no. [Motion Carried]
7.4 2022-05 [Girdler, Flubacker] Ordinance amending the Business Development District Reimbursement Program of the Village of Heyworth. 6-yes, 0-no. [Motion Carried]
7.5 2022-06 [Lauterberg, Strunk] Ordinance approving and authorizing the execution of a Business District Agreement by and between the Village of Heyworth, McLean County, Illinois and Heyworth Food & Liquor, Inc. 6-yes, 0-no. [Motion Carried]

7.9 2022-09 [Lauterberg, Sheppard] Ordinance authorizing the sale of specific surplus personal property of the Village of Heyworth. 6-yes, 0-no. [Motion Carried] Trustee Flubacker asked if there was a list of these items available and specifically, if there was a mower. Mr. Shafer responded to questions and described the types of items on the list. He and Mr. Dodds also informed the Board that the gator would be going to the Park for use by all entities at Centennial Park.
7.10 2022-12 [Girdler, Lauterberg] Resolution awarding the water main materials purchase bid to Core & Main for the “2022 Karr Street Project” of the Village of Heyworth. 6-yes, 0-no. [Motion Carried] Mr. Dodds provided background information supporting this resolution and asked if there were any questions. There were none.
7.11 2022-13 [Strunk, Girdler] Resolution authorizing the administration of the Village of Heyworth to apply for grants for projects planned for by the Village of Heyworth. 6-yes, 0-no. [Motion Carried]
7.12 2022-14 [Lauterberg, Sheppard] Resolution authorizing the purchase of curbside collection box for water bill drop-offs for the Village of Heyworth Water Department. 6-yes, 0-no. [Motion Carried]
7.13 2022-15 [Lauterberg, Strunk] Resolution approving a Noise Permit for the property located at 503 W. Cleveland Avenue in the Village of Heyworth for April 23, 2022. 6-yes, 0-no. [Motion Carried]
7.14 2022-16 [Girdler, Sheppard] Resolution approving a proposal from Motorola Solutions for warranty protection for the Village of Heyworth Police Department radios. 6-yes, 0-no. [Motion Carried]
The Mayor then asked for a motion to enter into executive session.

The Mayor announced the next Village Board Meeting will be April 7, 2022, at 6:30pm.
Mr. Dodds said an ED&P Committee meeting will be needed in a couple of weeks. Trustee Flubacker noted that the next Parks Committee meeting would be April 4, 2022, at 3:30pm.
