Village of Heyworth Board of Trustees met Oct. 5.

Here are the minutes provided by the board:

Roll Call: A Quorum of the Village Board was present during the following roll call of Trustees taken by the Village Clerk:

REPORT FROM THE MAYOR:

Mayor Zalucha reported attending the IML Conference. Reported on learning something different at these conferences every year.

Geoff Dodds reported attending the IML. Attended the paid leave for all act, retail success, round table of City Managers, affordable housing development.

Mike Geriets reported attending the IML. The past years were good and learned a lot, this year there was not as much for police. Discussed the Highland Park shooting conference.

David Shafer reported attending the IML. Informed the board there will be some changes in our building code. Attended a cyber security conference. Received a lot of good information from there.

Mayor Zalucha reported we will have an executive session tonight.

REPORT FROM CLERK - STACY SHOEMAKER:

REPORT FROM OFFICE MANAGER-STACY SHOEMAKER:

No report.

REPORT FROM CHIEF GERIETS:

Chief Geriets discussed a resident approached him about a mobility scooter that they are wanting to get permitted. Discussed what kind of process we need to do. Geoff Dodds will research and if there are no red flags then we can have something on the next board meeting agenda.

REPORT FROM CODE COMPLIANCE-DAVE SHAFER:

David Shafer reported 28 permits have been issued so far this year. There are a few permits pending. Reported Prairie View at Heyworth work continues at a steady pace. There continues to be discussions on the construction of the roadway and the surface material.

REPORT FROM PUBLIC WORKS -DAVID SHAFER:

Not much to report.

REPORT FROM ENGINEER-DAVID SHAFER:

David Shafer reported construction at Prairie View Subdivision continues. Sanitary sewers have been installed and passed pressure testing, sewer line was mandrel tested and manholes were vacuum tested this week. Reported Stark has a good portion of the driveways framed and will be poured tomorrow, with the plan that the rest of them will be poured on Saturday based on conversations with Stark today.

Reported the street paving is now scheduled for Monday and Wednesday of next week. Reported the first phase of the work from Karr Street to the NW corner of Hilton and Thomas is complete, this is essential to prevent flooding on Karr Street. The second phase is underway from the outlet point heading east to Hilton Drive.

REPORT FROM TREASURER-BOBBI BATCHELDER:

REPORT FROM BUDGET OFFICER-BOBBI BATCHELDER:

REPORT FROM ADMINISTRATOR-GEOFF DODDS:

Geoff Dodds reported on how much the Village has received in grants.

Reported on Monday, October 2nd, we submitted an application for the Safe Routes to School Grant that we previously discussed and the board approved.

Reported having conversation with the President of the Bloomington branch of First State Bank and Trust. He reiterated the Bank’s commitment to proceed with the two lines-of-credit.

Reported receiving a revised schematic on the next phase for Groots Subdivision.

Reported continuing communications with three parties about the annexation of three or more properties. Reported on attending the IML Conference.

Reported that we will have discussions in informational topics about body cameras for the police department. Geoff Dodds reviewed the action items on the agenda for tonight.

Reported on the items that will be on the next regularly scheduled board meeting agenda.

REPORT FROM ATTORNEY-GEOFF DODDS:

Geoff Dodds reported on a topic he attended at the IML for the Paid Leave for All Workers Act that goes into effect on January 1, 2024.

PARKS & INFRASTUCTURE-TRUSTEE FLUBACKER:

Trustee Flubacker reported on the parks committee and parks advisory meetings.

Discussion on the budget.

Discussed having a finance committee.

Trustee Flubacker passed out handouts from the parks committee.

ED&P-TRUSTEE SHEPPARD:

Geoff Dodds discussed the potential development at Prairie Meadows.

Discussed zoning items.

STREETS & PUBLIC INFRASTRUCTURE-TRUSTEE LAUTERBERG:

No report.

OLD BUSINESS: None.

ACTION ITEMS:

ORDINANCES, RESOLUTIONS & MOTIONS: 7.1-7.2

2023-59 (Flubacker, Mowery) Resolution authorizing the installation of a Little Library at Weltman Park in Wyndhaven Subdivision in the Village of Heyworth. 5-yes. 0-no. [Motion Carried]

2023-60 (Girdler, Strunk) Resolution approving and authorizing to proceed with the proposed Zoning Text Amendments and proposed Zoning Classification processes with the Village of Heyworth Zoning Board of Appeals. 5-yes. 0-no. [Motion Carried]

Motion (Lauterberg, Mowery) to enter executive session at 8:25 p.m. for appointment, employment, compensation discipline performance or dismissal of an employee. 5-yes. 0-no. [Motion Carried]

Informational Topics:

Eric Jones reported to the board that the body cameras have to be in place by January 2025. We will need 9 body cameras and 3 car cameras. The amount with Digital Alli is $6,5622. We will be applying for grants for the equipment. Reported to the board the difference between Axon and Digital Alli.
