1. CALL TO ORDER:
Liquor Commissioner Koos called the Special Meeting of the Normal Local Liquor Control Commission to order at 6:57 p.m., Monday, February 16, 2026.
2. ROLL CALL:
The Secretary called the roll with the following persons physically
PRESENT: Commissioner Chris Koos and Commission Members Kevin McCarthy, Karyn Smith, Rory Roberge, Scott Preston, Andy Byars and Kathleen Lorenz.
ABSENT: None.
3. APPROVAL OF MINUTES: SPECIAL MEETING – JANUARY 20, 2026:
MOTION:
Mr. Preston moved, seconded by Ms. Smith, the Minutes of the Special Meeting of the Normal Local Liquor Control Commission of January 20, 2026, be Approved.
AYES: Preston, Lorenz, Byars, Roberge, Smith, McCarthy, Koos. NAYS: None
Motion declared carried.
4. 2025-26 LIQUOR LICENSE APPLICATION: DAYA CORPORATION, LLC, D/B/A NORMAL FOOD PANTRY, 1617 NORTH MAIN STREET, NORMAL, IL:
MOTION:
Mr. McCarthy moved, seconded by Ms. Smith, recommending the approval of a Class A Liquor License to Daya Corporation, LLC, d/b/a Normal Food Pantry, 1617 North Main Street, Normal, Illinois contingent on the payment of license fees and any outstanding inspections from the McLean County Health Department, Normal Fire Inspections Division, or Normal Building Inspection Department.
AYES: Lorenz, Byars, Roberge, Smith, McCarthy, Preston, Koos.
NAYS: None.
Motion declared carried.
5. 2025-26 VIDEO GAMING LICENSE APPLICATION: MAGGIE MILEY’S INC, D/B/A MAGGIE MILEY’S, 126 EAST BEAUFORT STREET, NORMAL, IL:
MOTION:
Mr. McCarthy moved, seconded by Ms. Smith, recommending the approval of a Video Gaming License to Maggie Miley’s Inc., d/b/a Maggie Miley’s, 126 East Beaufort Street, Normal, Illinois contingent on the payment of video gaming fees and any outstanding inspections from the McLean County Health Department, Normal Fire Inspections Division, or Normal Building Inspection Department.
AYES: Byars, Roberge, Smith, McCarthy, Preston, Lorenz, Koos.
NAYS: None.
Motion declared carried.
6. ADJOURNMENT:
There being no further business to come before the Commission, Commissioner Koos called for a Motion to Adjourn.
