Village of Heyworth Board of Trustees met Feb. 5.

REPORT FROM THE MAYOR:
Mayor Moore reported on receiving a thank you note from Tommy Grant.
Reported the Mayor’s meeting was cancelled but instead met with Representative Regan Deering. Karen Lander just moved to Heyworth and expressed her interest in volunteering with anything that the village needs help with.
Frank Friend from the Randolph Township Fire District presented an executive summary of the Fire District’s 2025 year-end review. The fire department would like the support of the Village to put a referendum on the ballot for a $4 million bond issuance to construct a new combined ambulance and fire station.
Kira Stevens was wanting to find out when construction will begin on Arrowhead, and if it’s not starting soon can the pipes be moved. Engineer David Shafer replied that the contracts have been signed and construction should start soon.

REPORT FROM INTERIM CHIEF JONES:
Chief Jones reported that everyone should have the January police activity report. The police department had a total of 183 calls for January.
Reported to the board that he has received a letter of resignation from Darrien Vance.
REPORT FROM CODE COMPLIANCE-DAVE SHAFER:
David Shafer reported that David Witt has been working on old permits and getting them all cleaned up.
REPORT FROM PUBLIC WORKS -DAVID SHAFER:

Water:
Ameren replaced a power pole at he water plant.
The water system made it through the recent cold snap with no known issues.
Reported starting the replacement of radio conversion kits from 2014. These were added to newer meters when we transitioned from touch read meters to radio read as a cost savings measure to get full useful life out of the meters. Sewer:
The replacement sunshade on the dosing tank has been delivered.
MFT& Streets:
The staff is currently removing a few dead/dying trees in the Village Rights-of-Way on Sullivan St. Pothole patching is the next priority for public works after the upcoming storm.
Replacement street signs have been ordered for a number of intersections around town.
Christmas decorations have been taken down and flags put back up.
Equipment & Staffing:
We have 2nd interviews scheduled for the Parks and Facilities Superintendent for Friday. We have interviews for the Public Works Superintendent position scheduled for next week.
REPORT FROM ENGINEER-DAVID SHAFER:
David Shafer reported on the survey for the RR property north of North Street. Both plats have been reviewed and sent comments back. I should have the revised plats in the near future.
Reported the US EPA Grant Agreement has been received.
Prairie Street work will be done early 2026. All contracts were executed, just waiting for the weather to break. Ameren will be doing gas main and service replacements on Prairie m Main and maybe Clarke from Karr to Vine this spring.
The final revised PDR was submitted to IDOT for the Centennial Park Shared Use Path and was approved. This allows the completion of construction documents and negotiation/meeting with landowners regarding easements. Reported on the Arrowhead storm sewer project. Expecting to start potholing utilizes next week. The actual construction is expected to start 2/16/26 a week after they finish a job in Lexington
REPORT FROM TREASURER & BUDGET OFFICER-MICHELLE FITZGERALD:
Michelle Fitzgerald reported Mavidea IT transition has started.
The Village received $182.00 payment from Rebuild Illinois Grant (DECO).
A copy of the current budget reports as of January 31, 2026, has been emailed to everyone. A copy of the FY2027 Budget schedule has been emailed out.
Reported receiving a bound copy for the audit.
REPORT FROM ADMINISTRATOR-GEOFF DODDS:
Geoff Dodds reported performing the administrative review for the BDD application we received, we recommend an EDP committee meeting to review and provide a recommendation whether to move forward with a BDD Redevelopment Agreement with the applicant.
As discussed at the last meeting, on the agenda tonight is an ordinance to amend the BDD Agreement approved last year for the Heyworth Supermarket. This amendment extends the completion date from March 31, 2026, to October 31, 2026.
The Tabeling Development Group stated that their intent was to proceed with some development this summer and the closing for the property should be by the end of march. The Village will need to go through the platting process over the spring/summer to accomplish this intent.
Reported being contacted by legal counsel about his potential annexation since the January 22nd board meeting. He has requested additional information related to this possible annexation.
Tonight, we are presenting the budget schedule for upcoming budget process.
Based on the budget schedule presented in November and again this evening, if committees had projects they would like to present to the Budget Officer and Administration, we request this be completed by February 26, 2026. Reported our Municipal Energy Aggregation contract expires this year due to entering into a one-year contract last year. At the next meeting, it is intended to have a resolution to approve a services engagement agreement with the Stone River Group as the Village’s energy aggregation consultant.
We are currently working through the interview process for the Superintendent of a Parks and Facilities position and are advertising for the Superintendent of Public Works.
We had our annual all-employee training on Friday, January 16th and all-employees training on Friday, January 23rd for cyber security.
Reported Department Supervisors submitted all required evaluations and proposed raises. We are working through the transition to our new IT/cybersecurity and accounting/utility billing software. Geoff Dodds reviewed the action items on the agenda for tonight and requested that the ordinance for the flood plan be tabled.
Reported on the items that will be on the next regularly scheduled board meeting agenda.

Trustee Mowery reported that we would like to put an action item on the agenda recognizing Mr. Snodgrass for completing his project for the Eagle Scout Project.
