A detailed review of individual fines revealed that Samuel R. Kelch was the only campaign committee in Bloomington that was delinquent in payment for January 2017, according to the Illinois State Board of Elections.
The largest fine that Samuel R. Kelch has yet to pay was imposed on June 8, 2015, for a late quarterly report. The amount of this fine alone is $400.
