CALL TO ORDER

Mayor Newell Clark called the meeting to order.

RECOGNITION - RETIREMENT OF STEVE POTTS - ELECTRIC DEPARTMENT

Presenter: Alan Carson, City Manager

After 34 years of service to the City of Lexington and its citizens, Steve Potts retired on June 1, 2018. His career with the City began as an Underground Lineworker I on September 18, 1984, and since June 30, 2014, he has held the title of Underground Construction/Maintenance Supervisor.

Mr. Carson presented Steve Potts with his retirement certificate and extended appreciation for his years of service as a City of Lexington employee.

RECOGNITION - RETIREMENT OF PHIL HARTLEY - FIRE DEPARTMENT

Presenter: Alan Carson, City Manager

After 30 years of service to the City of Lexington and its citizens, Phil Hartley retired on June 1, 2018. His career with the City began as a Firefighter I on May 9, 1988, and since his promotion in 2010, has served as Fire Chief.

Mr. Carson presented Phil Hartley with his retirement certificate and extended appreciation for his years of service as a City of Lexington employee.

RECOGNITION - INTRODUCTION OF ELECTRIC SYSTEMS MANAGER - BILL STOCKMAN

Presenter: Terra Greene, Assistant City Manager

Mr. Bill Stockman has been appointed as Electric Systems Manager as part of the new partnership agreement with ElectriCities of NC Inc. Mr. Stockman began his new role on Monday, May 21, 2018.

Ms. Greene introduced Mr. Stockman to City Council as the new Electric Systems Manager.

PROCLAMATION - NATIONAL HOMEOWNERSHIP MONTH - JUNE 2018

Presenter: Tobin H. Shepherd, Ward 2 Councilman

This proclamation designated the month of June 2018 as National Homeownership Month in the City of Lexington and urged all citizens to recognize this observance and to continue offering and encouraging opportunities for those seeking homeownership throughout the City.

Councilor Shepherd read the proclamation and presented it to Lexington Housing Community Development Corporation Executive Director Toby Prince.

PROCLAMATION – FLAG DAY – JUNE 14, 2018

Presenter: Donald R. Holt, Ward 1 Councilman

This proclamation designated June 14, 2018 as Flag Day and urged the citizens of Lexington to reaffirm their allegiance to the United States Flag and proudly display our nation's flag on this day as a clear manifestation of our loyalty and patriotism.

Councilor Holt read the proclamation and presented it to Interim Fire Chief Paul Jarrett.

PROCLAMATION - SUMMER DAY CAMP OLYMPIC GAMES - JUNE 22, 2018

Presenter: Tonya A. Lanier, Ward 5 Councilwoman

This proclamation designated Summer Day Camp Olympic Games in the City of Lexington and urged the citizens and organizations of Lexington to join in this observance by attending ceremonies and activities honoring this special athletic program on June 22, 2018, at 9:00 a.m. at Philpott Memorial Stadium.

Councilor Lanier read the proclamation and presented it to Laura Duran, Parks and Recreation Director.

PUBLIC HEARINGS

SYSTEM DEVELOPMENT FEE ANALYSIS FOR CITY OF LEXINGTON WATER AND WASTEWATER SYSTEMS - RESOLUTION NO. 19-18 - RES 19-18

Presenter: John Overton, Finance Director

The North Carolina General Assembly passed House Bill 436 in July 2017, amending Chapter 162A of the General Statutes by adding “Article 8, System Development Fees.” This amendment was enacted as “An Act to Provide for Uniform Authority to Implement System Development Fees for Public Water and Sewer Systems in North Carolina and to Clarify the Applicable Statute of Limitations.” As a requirement of the amended General Statute, the City of Lexington employed Raftelis Financial Consultants Inc., a professional utilities financial consulting firm, to complete a system development fee analysis. The statute specifies that a written analysis be performed to calculate a system development fee, based upon prescriptive criteria.

Prior to City Council adopting the professional analysis, House Bill 436 requires that a local governmental unit post the analysis on its webpage for public review and comment. The City of Lexington posted the analysis on its website on April 12, 2018.

The public review and comment period must extend for a minimum of 45 days and provide the means for written comments to be submitted to the preparer of the professional analysis.
