City of Fairbury City Council met Aug. 1.

Here is the minutes provided by the Council:

1. Call to order – Mayor Slagel called the meeting to order.

2. Mayor Slagel directed the Clerk to call roll and the following members of

Council answered present: Gary Norris, Nancy Gerdes-Hibsch, Jon Kinate, Bruce Weber, Gerald Hoffman, Lynn Dameron and Bill Schmidgall. Charles Hoselton was absent.

3. Pledge of Allegiance to the Flag

4. Motion to approve the Consent Agenda – Motion by Gerdes-Hibsch, second by Kinate to approve the following items on the Consent Agenda:

A. Minutes from the , 2018, council meeting after amending 10. I

B. Board Report listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. None

F. Overtime Reports

Motion carried 7-0. YES-Norris Gerdes-Hibsch Kinate Weber Hoffman Dameron Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

NONE

6. Reports of Departments

→ Street Superintendent Steidinger was absent

→ Sewer Superintendent Duncan was absent

→ Water Superintendent Ifft was absent

→ Chief of Police Travis’ report included in council packet; reported

• He and a few of his officers are completing ALICE (Alert, Lockdown, Inform, Counter and Evacuate) Training

• He will be in the dunk tank Saturday for the Taste of Fairbury event

→ City Superintendent Ashburn reported

• He attended a Community Grant workshop in Springfield; grant funding opportunities look promising for downtown sidewalks

• Andy Hanfland is scheduling a pre-construction meeting for next week with Vissering Construction; the Long-term Combined Sewer Overflow project should be breaking ground within the next few weeks

→ City Attorney Mason – no report

7. Reports of Aldermen

→ Alderman Norris received a letter from Mary Catherine Carter praising the Marsh Park re-dedication event that was attended by approximately by 350 people

→ Alderman Gerdes-Hibsch – no report

→ Alderman Hoselton was absent

→ Alderman Kinate asked if anything could be done with the railroad tracks in town; he’s received several complaints about them

→ Alderman Weber – no report

→ Alderman Hoffman – no report

→ Alderman Dameron – no report

→ Alderman Schmidgall echoed Alderman Norris’ comments about Marsh Park

8. Items Removed from Consent Agenda – None

9. Old Business – Discussion/Action Items

A. Motion by Dameron, second by Weber to purchase a 2018 Ford Escape from K & S for the City Superintendent to be paid from Water, Sewer and Admin funds. Motion carried

10. New Business – Discussion/Action Items

A. Motion by Kinate, second by Gerdes-Hibsch to approve a liquor license application for Burger’s & Beer at 101 W Locust Street. Motion carried 7-0. YES-Norris Gerdes-Hibsch Kinate Weber Hoffman Dameron Schmidgall

B. Motion by Gerdes-Hibsch, second by Dameron to approve a liquor license application for Don And Doris LLC, Crazy Crains Bar at 206 W Locust Street. Motion carried 7-0. YESNorris Gerdes-Hibsch Kinate Weber Hoffman Dameron Schmidgall

C. Consideration of a quote from Rockstar Security in the amount of $9,765.61 for the installation of 4-door reader at the Boys & Girls Club and upgrade of software on city hall computer – FAILED DUE TO LACK OF MOTION

D. Motion by Kinate, second by Hoffman to approve a request from City Superintendent Ashburn to attend 105th Illinois Municipal League Annual Conference September 20-22 in the amount of $834 with $310 for attendance fee for members and IML block room rate of $262 per night for 2 nights. Motion carried 7-0. YES-Norris Gerdes-Hibsch Kinate Weber Hoffman Dameron Schmidgall

E. Motion by Kinate, second by Weber to approve the installation of a street light in Timber Ridge Subdivision at/near intersection of Clover Lane and Mulligan Drive by Ameren at no charge. Motion carried 7-0. YES-Norris Gerdes-Hibsch Kinate Weber Hoffman Dameron Schmidgall

F. FYI – Jay Goold, Attorney for the Zoning Board of Appeals, has resigned his position - SHARED

G. Motion by Weber, second by Kinate to approve a request from Nancy Widlacki to attend Year 3 of the 2018 Municipal Clerks Institute and Academy in Springfield October 14th to 19th to be paid for with scholarship funds; hotel to be split with the Forrest Clerk for a total of $413 plus meals. Motion carried 7-0. YES-Norris Gerdes-Hibsch Kinate Weber Hoffman Dameron Schmidgall

H. Consideration of a request from Tom Munz and Munz Farms, LLC to de-annex portions of 205 Munz Alley and 111 Munz Alley - DISCUSSED

I. Consideration to hire a Police Officer (after Executive Session)

✓ Taste of Fairbury is this Saturday, August 4th, 11 a.m. to 3 p.m.

12. Public Comment

✓ Wayne Varner expressed his opinion about changing locks on City buildings as employees retire/resign

13. Motion by Kinate at 7:25 p.m., second by Dameron to enter Executive Session. Motion carried 7-0. YES-Norris Gerdes-Hibsch Kinate Weber Hoffman Dameron Schmidgall Alderman Schmidgall left after roll call

A. Personnel – Section 2(c)(1) – Employee hiring, firing, compensation, discipline and performance. (Note: An independent contractor is not at employee).

B. Litigation – Section 2(c)(11) – Pending, probable or imminent litigation. Probable or imminent litigation requires specific finding to that effect in closed session minutes.

Motion by Dameron at 7:53 p.m., second by Norris to enter Open Session. Motion carried 6-0. YES-Norris Gerdes-Hibsch Kinate Weber Hoffman Dameron

ACTION FROM EXECUTIVE SESSION

Motion by Weber, second by Norris to hire Tevin Weaver as a Police Officer. Motion carried 6-0. YES-Norris Gerdes-Hibsch Kinate Weber Hoffman Dameron

14. Adjournment – Motion by Dameron, second by Norris @ 7:55 p.m.
