Newton Township Board of Supervisors met July 25.

Here is the minutes provided by the Board:

The Newtown Township Board of Supervisors met on Wednesday, July 25, 2018 in the Township meeting room at 7:00 PM. In attendance and voting were the following Supervisors: Chairman Phillip Calabro, Secretary/Assistant Treasurer John Mack, Kyle Davis and Linda Bobrin. Also in attendance were David Sander, Esq., Township Solicitor, Justine Gregor, Stenographer, Leanna Colubriale, Township Engineer, and Micah Lewis, Interim Township Manager.

Call To Order - Chairman Calabro called the meeting to order with a moment of silence followed by the Pledge of Allegiance.

Public Hearing

a. Public Hearing on application of Danielle Dalafave, 233 High Street, for a PRD variance from the final plan of Newtown Crossing. Mr. Sander read seven Board of Supervisor exhibits into the record. Ms. Dalafave was sworn in and explained the purpose of her application to construct a 1-story addition. Mr. Davis motioned to grant a PRD variance from the final plan of Newtown Crossing to allow an impervious surface ratio of no more than 34.7% at 233 High Street, Lot #26. Ms. Bobrin seconded, and the motion passed 4-0.

Minor Approvals

a. Mary Donaldson, Vice Chairperson of HARB, recommended the Board approve a Certificate of Appropriateness for a replacement sign for the AT&T building and resurfaced awnings. Mr. Davis motioned to grant the approval of a Certificate of Appropriateness. Ms. Bobrin seconded, and the motion passed 4-0.

Reports of Committees, Boards and Commissions

a. Committees

Planning Commission - Allen Fidler, Chairman, gave a synopsis of the July 17, 2018 meeting regarding a land development conceptual sketch plan for a proposed Wawa with fuel canopy at Newtown Bypass and Lower Silver Lake Road. John VanLuvanee, Esq., representing applicant Provco Pinegood Acquisitions, made a similar presentation to the one presented at the Board of Supervisors' May 14, 2018 work session. The Supervisors discussed concerns of future development along the Bypass, impact of traffic, pedestrian safety, and other issues.

b. Board Members

- Mr. Calabro noted that a letter was received from Governor Wolf commending the Township for Ms. Bobrin's gun resolution.

- Mr. Davis reported on Parks & Rec events such as Olympics Sports Camp, Co-Ed Lacrosse, and Drivers Ed for ages 15-19. Please visit www.NewtownFun.com for more information and class catalog.

- Mr. Mack attended the EPA public meeting regarding perfluorinated chemicals (PFAS) on July 25, 2018 at Hatboro-Horsham Senior High School. Federal, State and local officials provided information regarding water contamination and actions taken.

Mr. Mack also indicated that Dan Angrove, Assistant General Manager of Newtown Artesian Water Company will attend the August 8, 2018 Board of Supervisors meeting to make a presentation regarding the quality of water in Newtown.

Reports of Officials

a. Engineer's Report

- Leanna Colubriale, Township Engineer, stated the police building roof project will begin soon.

C. Manager's Report -

- Mr. Lewis stated that the General Fund balance as of July 25, 2018 is $2,943,538.

- A hearing for the Arcadia Green Tentative PRD application will commence at the Board's August 8, 2018 meeting.

- The cost of video indexing the Board of Supervisors meetings will be recommended for the 2019 budget.

Minutes, Bills List and Reports

- Mr. Mack made a motion to approve the Board of Supervisors minutes of July 11, 2018.

Ms. Bobrin seconded, and the motion passed 4-0. -

Mr. Mack made a motion to approve the Board of Supervisors minutes of July 18, 2018 special meeting.

Ms. Bobrin seconded, and the motion passed 4-0. -

Mr. Mack made a motion to approve payment of bills as of July 25, 2018 in the total amount of $171,885.50.

Ms. Bobrin seconded, and the motion passed 4-0. -

Mr. Mack made a motion to approve payment of the interfund transfers as of July 25, 2018 in the total amount of $281,500.00.

Ms. Bobrin seconded, and the motion passed 4-0.

Public Comment -

2nd Session -

There was none.

Old Business -

Appointment of Supervisor -

Mr. Calabro commented that there were seven qualified applicants that were interviewed for the position vacated by Mrs. Dix at a special Board of Supervisor meeting on July 18, 2018.

Mr. Davis motioned to appoint Jerry Couch; the motion failed.

Mr. Davis motioned to appoint Jerry Festa; the motion failed.

Mr. Davis motioned to appoint Jo Vlastaris; the motion failed.

Ms. Bobrin motioned to appoint Dennis Fisher.

Motion Discussion: Mary Donaldson commented that having someone with Planning Commission experience would benefit the Board.

There was a discussion regarding how to handle the vacancy of Mr. Fisher's current Auditor position. The question was called and the motion passed 3-1, Mr. Davis voting “nay".

Mr. Fisher will be sworn in as Supervisor at the August 8, 2018 Board of Supervisor meeting.

Mr. Calabro valued the applicants' interests to serve the Newtown community and invited them to join a committee.

New Business -

Mr. Calabro made a motion to appoint Mr. Lewis as the Treasurer of Newtown Township. Mr. Mack seconded the motion.

Motion Discussion - Mr. Lewis described the duties of Treasurer as financial-based, account management, sign checks and, if the Board agrees, sign the audits for submission to the State.

The question was called and the motion passed 4-0.

Executive Session -

Mr. Calabro stated there was an executive session on July 16, 2018 and another prior to this meeting for personnel matters. 

Mr. Calabro motioned to adjourn the meeting at 8:35 PM. Mr. Mack seconded, and the motion passed.
