City of LeRoy City Council met September 4.

Here is the minutes provided by the council:

The meeting was called to order at 7:00 pm at Le Roy City Hall, 207 S. East Street by Mayor Dean with all council members present except Rick Kline and Glenn Reinhart.

Staff members present were Scott Bryant, Ed Allen, Chief Williamson, Dave Jenkins and Vicki Moreland.

Josh Albee was introduced and sworn-in as Patrol Officer for the City of Le Roy.

Included on the consent agenda were meeting minutes from August 20, 2018, Invoices from September 4, 2018 in the amount of $84,963.19 and payroll expenses from August 31, 2018 in the amount of $40,229.49. Motion was made by Dawn and seconded by Hilary for approval of the consent agenda. Roll call: Dawn Hanafin-yes, Kyle Merkle-yes, Brad Poindexter-abstain, Ron Legner-yes, Hilary Neal-yes, Greg Steffen-abstain. Motion carried 4 yeas, 0 nays, 2 abstain.

Scott Bryant reported that the Rip Rap had been completed at the lagoons and they were working on seeding the places that were damaged by sewer projects. They were in the process of implementing the LTCP Post-monitoring construction project which would consist of sample testing at various areas.

Chief Williamson reported that the Guns & Hoses baseball game was scheduled for Sunday. He also reported that there were no issues regarding the Fall Festival. The School district had chosen Sean Spencer as the School Resource Officer beginning in January and was also interested in using hire-back for Robert to help with at risk kids at the Elementary School level. The resource officer would use the extra squad that was originally planned to be moved from rotation.

Ordinance No. 18-09-01-51, An Amended Ordinance Approving A Variation Of Corner Yard Setback Requirements Of The Municipal Code Of The City Of Le Roy, Illinois, 2003 Title 10, Zoning (510 N. West Street), failed on a motion made by Dawn and seconded by Kyle. Roll call: Dawn Hanafin-yes, Kyle Merkle-yes, Brad Poindexter-no, Ron Legner-no, Hilary Neal-yes, Greg Steffen-yes, Steve Dean-yes. Motion failed 5 yeas, 2 nays. (6 yes votes needed to pass).

Dawn amended her motion to table Ordinance No. 18-09-01-51 until the next meeting and Kyle seconded. Roll Call: Dawn Hanafin-yes, Kyle Merkle-yes, Brad Poindexter-yes, Ron Legner-yes, Hilary Neal-yes, Greg Steffen-yes. Motion carried to table the ordinance until the next meeting 6 yeas, 0 nays.

Dave reported that Andrew from PDC included the cessation of gas monitoring in the IEPA application at the landfill. He also reported that Dean had been working on ditch grading re-seeding.

Motion was made by Hilary and seconded by Greg for Approval of the Revolving Loan Fund Application totaling $12,000.00 from Pizzeria Roma. Roll Call: Dawn Hanafin-yes, Kyle Merkle-yes, Brad Poindexter-yes, Ron Legner-yes, Hilary Neal-yes, Greg Steffen-yes. Motion carried 6 yeas, 0 nays.

Motion was made by Greg and seconded by Dawn for Approval of the Façade Improvement Grant program totaling $2,500.00 from Guns & Glory. Roll Call: Dawn Hanafin-yes, Kyle Merkle-yes, Brad Poindexter-yes, Ron Legner-no, Hilary Neal-yes, Greg Steffen-yes. Motion carried 5 yeas, 1 nay.

Motion was made by Hilary and seconded by Brad for Approval of the Bid from Stark Excavating Inc. for the “2018 Sanitary Sewer Rehabilitation Project” with a base bid of $181,600.00 and acceptance of Alternate One in the amount of $48,200.00 for a combined total of $229,800.00. Roll Call: Dawn Hanafin-yes, Kyle Merkle-no, Brad Poindexter-yes, Ron Legner-yes, Hilary Neal-yes, Greg Steffen-no. Motion carried 4 yeas, 2 nays.

The SRO School Intergovernmental Agreement review was tabled until the next meeting due to the fact that the council had not received the agreement prior to the meeting for review.

In Old and New Business Mayor Dean reported that the Chamber of Commerce would be holding Octoberfest on September 22.

Motion was made by Greg and seconded by Kyle to adjourn the regular council meeting at 7:50 pm. Roll Call: Dawn Hanafin-yes, Kyle Merkle-yes, Brad Poindexter-yes, Ron Legner-yes, Hilary Neal-yes, Greg Steffen-yes. Motion carried 6 yeas, 0 nays.
