City of Pontiac City Council met Nov. 4.

Here is the minutes provided by the council:

Acting Mayor Alvey called to order the meeting of the City Council at 7:00 P.M.

The City Clerk was directed to call roll, and the following members of the Council were present: Alvey, Kallas, Eckhoff, Hicks, Bradshaw, Myers, and Wille. Absent: Swanson, Causer and Gabor.

MEETING OF THE PONTIAC CIVIC CENTER AUTHORITY

Acting Mayor Alvey asked that the record show the same Aldermen present for this meeting as are present for the regular Council meeting: Alvey, Kallas, Eckhoff, Hicks, Bradshaw, Myers, and Wille.

Acting Mayor Alvey asked if there was any business to come before the Civic Center Board this evening. Hearing none, he declared the meeting closed.

CONSENT AGENDA

Acting Mayor Alvey stated that there were three items on the consent agenda. He asked if there was a need to have any item removed for later discussion. Hearing none, motion made by Eckhoff, second by Hicks, that the items on the consent agenda be approved as presented.

A. Motion by Eckhoff, second by Hicks, to approve the minutes of the October 21, 2019 City Council Meeting. On a roll call vote, motion carried 7-0. Aye votes recorded: Alvey, Kallas, Eckhoff, Hicks, Bradshaw, Myers, and Wille.

B. Motion by Eckhoff, second by Hicks, to approve payment of bills totaling $9,301.20 from the TIF I Fund. On a roll call vote, motion carried 7-0. Aye votes recorded: Alvey, Kallas, Eckhoff, Hicks, Bradshaw, Myers, and Wille.

C Motion by Eckhoff, second by Hicks, to approve the payment of bills totaling $328,247.15 from all other funds. On a roll call vote, motion carried 7-0. Aye votes recorded: Alvey, Kallas, Eckhoff, Hicks, Bradshaw, Myers, and Wille.

REGULAR AGENDA

A. Ordinance 2019-O-024 Special Use Extension

Motion by Bradshaw, second by Hicks, to approve Ordinance 2019-O-024, an ordinance extending special use permit and conditional variance for Solar Farm, as written. On a roll call vote, motion carried 7-0. Aye votes recorded: Alvey, Kallas, Eckhoff, Hicks, Bradshaw, Myers, and Wille

B. Resolution 2019-R-010 IMRF Elected Official Participation

Motion by Eckhoff, second by Kallas to approve Ordinance 2019-O-010, excluding the City Clerk from participation in the IMRF because position does not meet 600-hr threshold. On a roll call vote, motion carried 7-0. Aye votes recorded: Alvey, Kallas, Eckhoff, Hicks, Bradshaw, Myers, and Wille

C. Ordinance 2019-O-021 Referendum

Motion by Eckhoff, second by Hicks to approve Ordinance 2019-O-021, an ordinance to be submitted to the Electors of the City of Pontiac at the Primary Election on March 17, 2020, to approve an increase in the City’s retail tax and occupation tax at the rate of 1.0%, as written. On a roll call vote, motion carried 7-0. Aye votes recorded: Alvey, Kallas, Eckhoff, Hicks, Bradshaw, Myers, and Wille.

D. Ordinance 2019-O-025 Zoning Regulations for Adult Use Cannabis

Motion by Hicks, second by Kallas to refer to the Planning and Zoning Commission, Ordinance 2019-O-025, an ordinance to amend zoning pertaining to Adult-Use Cannabis zoning regulation for review and recommendations and to set public hearing.

On a roll call vote, motion carried 5-2. Aye votes recorded: Alvey, Kallas, Eckhoff, Hicks, and Bradshaw. Nay votes recorded: Myers and Wille.

E. Airport Development Review

Discussion on the proposed projects for airport development, the meeting with the Illinois Department of Transportation and the FFA and a new transportation bill and its relevance to the airport projects.

F. Set Annexation Public Hearing

Motion by Bradshaw, second by Wille, to set the public hearing for December 2, 2019 at 7:01 P.M. to discuss the annexation of twelve voluntary properties. On a roll call vote, motion carried 6-0. Aye votes recorded: Alvey, Kallas, Eckhoff, Hicks, Bradshaw, and Wille Abstain vote recorded: Myers.

Mayor Comments

Acting Mayor Alvey reminded all about the Heart & Soul Program on November 5, 2019 at the Eagle Theater.

Administrator Comments

Bob Karls noted the Vermillion Plaza Agreement has been sent out for review. The Council will be finalizing the Levy Ordinance after review of final data information.

Council Comments

Alderman Kallas asked if the federal grant the Fire Department is applying for could be used for expansion.

On motion duly made and seconded, the regular meeting of the City Council was adjourned.
