Village Of Odell Village Board met Sept. 9.

Roll Call

Roll call showed the following Trustee members were physically present: Brian Verdun, Lisa Lambert, Mark Tissiere, Rodney Morris and Tom Russell

Staff Present: Iris Thorne

Village Attorney Present: Nick Ehrgott

Mayor Mills led the Pledge of Allegiance

Minutes of the August 12, 2019 Regular Board Meetings

Trustee Mark Tissiere moved to approve the minutes from the August 12, 2019 Regular Board Meeting; second by Trustee Brian Verdun;

Approved by roll call vote:

Yeas: Brian Verdun, Lisa Lambert, Mark Tissiere, Rodney Morris, Tom Russell – 5;

Nays: None

Treasurer’s Report

Iris Thorne reported that the Treasurers Report for the month ending July 31, 2019, which was not completed by the August meeting, was e-mailed to the Mayor and all board members. A copy of the July Treasurer’s Report is included with the September meeting minutes.

The Fund Summary and account balances for the month ending August 31, 2019 are as follows:

Bills

Board Listing Report #61 ran on September 06, 2019 at 1:01pm representing all due bills for the Village due in September 2019; Board Listing Report #62 ran on September 06, 2019 at 1:44pm representing all due bills for Tourism due in September 2019; and the between Meeting Paid Bill List were presented for payment.

Trustee Brian Verdun moved to approve the Board Listing Report #61 ran on September 06, 2019 at 1:01pm representing all due bills for the Village due in September 2019; Board Listing Report #62 ran on September 06, 2019 at 1:44pm representing all due bills for Tourism due in September 2019; and the between Meeting Paid Bill List; second by Trustee Mark Tissiere;

Police Report

Officer Meyers was present to review the August Police Report. He also informed the board that Odell will now have a town car.

Committee Reports

Trustees Rodney Morris and Tom Russell reported that not a lot of studies have been completed on the legalization of Cannabis. Colorado studies show that basically there are no negative effects, but there are pros and cons to the issue. The basic issue is that the State of Illinois has approved the legalization, and do the entities in the state want to allow the sale of Cannabis and at the same time take advantage of the 3% of sales tax that would benefit the entities.

Their recommendation is that the Village pass an Ordinance stating that the Village approve the 3% sales tax in the event that the Village does pass an Ordinance allowing the sale of Cannabis at a future date. They also suggest that a public “QUESTION AND ANSWER” session be scheduled.

Illinois Cannabis Tax Ordinance

Trustee Rodney Morris moved to approve that Odell collect the 3% sales tax should the Village legalize the sale of Cannabis in the future; second by Brian Verdun:

Nays: Mark Tissiere – 1

Amended Junk Car Ordinance

Trustee Mark Tissiere moved to approve the Amended Junk Car Ordinance; second by Trustee Rodney Morris:

Nays: None

Zoning Board of Appeals Recommendation

The zoning board met on September 5, 2019 and recommends that the Village approve the fence variance at 212 W. Hamilton.

Trustee Rodney Morris moved to accept the Zoning Board of Appeals recommendation that the Village approve the fence variance request at 212 W. Hamilton; second by Trustee Mark Tissiere;

Miscellaneous Old Business (discussion only)

NEW BUSINESS:

Resolution to Appoint IMRF Authorized Agent

Trustee Tom Russell moved to approve the Resolution to Appoint the IMRF Agent as Jennifer Leenders; second by Brian Verdun;

Yeas: Brian Verdun, Lisa Lambert, Mark Tissiere, Rodney Morris, Tom Russell – 5;

Tree Bids

Mayor Mills reported that the Village has 11 trees to be removed, 3 to be trimmed and 5 stumps to be removed and has received two bids back as follows:

Trost Tree Removal $4750.00

Bradbury Tree Removal $4490.00

Trustee Brian Verdun moved to hire Alex Bradbury to do trees in the Village this year for the amount of $4490.00; second by Trustee Rodney Morris;

Miscellaneous New Business (discussion only)

The structure of one of the downtown Front Street buildings was discussed and it was decided to proceed with the next step.

Trustee Lisa Lambert moved to adjourn at 8:23pm; second by Trustee Mark Tissiere;
