City of Pontiac City Council met Nov. 18.

Acting Mayor Alvey called to order the meeting of the City Council at 7:00 P.M.
The City Clerk was directed to call roll, and the following members of the Council were present: Alvey, Swanson, Eckhoff, Kallas, Causer, Bradshaw, Myers, Gabor and Wille.
CONSENT AGENDA
Acting Mayor Alvey stated that there were five items on the consent agenda. He asked if there was a need to have any item removed for later discussion. Hearing none, motion made by Bradshaw second by Myers, that the items on the consent agenda, be approved as presented.
A. Motion by Bradshaw, second by Myers to approve the minutes of the November 4, 2019 City Council meeting as written. On a roll call vote, motion carried 9-0. Aye votes recorded: Alvey, Swanson, Eckhoff, Kallas, Causer, Bradshaw, Myers, Gabor and Wille.
B. Motion by Bradshaw, second by Myers to approve payment of bills totaling $10,501.20 from the TIF I Fund. On a roll call vote, motion carried 9-0. Aye votes recorded: Alvey, Swanson, Eckhoff, Kallas, Causer, Bradshaw, Myers, Gabor and Wille.
C. Motion by Bradshaw, second by Myers to approve the payment of bills totaling $328,417.99 from all other funds. On a roll call vote, motion carried 9-0. Aye votes recorded: Alvey, Swanson, Eckhoff, Kallas, Causer, Bradshaw, Myers, Gabor and Wille.
D. Motion by Bradshaw, second by Myers to approve a parade permit for St. Mary’s School Saturday, January 11, 2020 as requested. On a roll call vote, motion carried 9-0. Aye votes recorded: Alvey, Swanson, Eckhoff, Kallas, Causer, Bradshaw, Myers, Gabor and Wille.
E. Motion by Bradshaw, second by Myers to approve a parade permit for P.R.O.U.D on Friday 29, 2019 at 6:30 P.M. as requested. On a roll call vote, motion carried 9-0. Aye votes recorded: Alvey, Swanson, Eckhoff, Kallas, Causer, Bradshaw, Myers, Gabor and Wille.
REGULAR AGENDA
A. 2019 Tax Levy - Pontiac Public Library
Discussion on the Pontiac Public Library Levy request of 4.9% increase by the Library Board of Trustees, but will be limited to 1.9% CPI increase. Also discussed were upcoming events of the library and the Christmas activities on Saturday’s in December. Levy ordinance discussion will also be at the next meeting of the Committee of the Whole.
B. Liability Insurance Renewal
Motion by Gabor, second by Causer to approve the insurance renewal for 2020 with Brit & Trident for Liability, Auto and Workman’s Comp insurance. On a roll call vote, motion carried 9-0. Aye votes recorded: Alvey, Swanson, Eckhoff, Kallas, Causer, Bradshaw, Myers, Gabor and Wille.
C. Assignment of Lease for Solar Farm from Midwest Power Partners, LLC to Pontiac Partners LLC
Motion by Eckhoff, second by Kallas to accept Pontiac Solar LLC as substitute developer for Midwest Power Partners, LLC in connection with the Pontiac 1B Solar project, including for the special use permit approval by Ordinance 2018-O-025 and the pending lease for the project pursuant to the option previously granted to Midwest Power Partners. LLC. On a roll call vote, motion carried 9-0. Aye votes recorded: Alvey, Swanson, Eckhoff, Kallas, Causer, Bradshaw, Myers, Gabor and Wille.
D. Sewer Camera Repair
Motion by Swanson, second by Bradshaw to approve the sewer camera unit repair at a cost of $9,200.00 by Aries in Waukesha, WI as requested. On a roll call vote, motion carried 9-0. Aye votes recorded: Alvey, Swanson, Eckhoff, Kallas, Causer, Bradshaw, Myers, Gabor and Wille.
E. Employee Christmas Gifts
Motion by Gabor, second by Wille to approve the City Employee Christmas Gifts of $50.00 cash for full time employees and $25.00 cash for part time, paid on call and volunteer fireman. On a roll call vote, motion carried 9-0. Aye votes recorded: Alvey, Swanson, Eckhoff, Kallas, Causer, Bradshaw, Myers, Gabor and Wille.
Mayor Comments
Acting Mayor Alvey remarked about the Heart & Soul meeting and the need for a positive image for Pontiac.
Administrator Comments
Chamber Christmas party for City employees and elected officials on December 12th at Baby Bulls.
November 25th is the Planning & Zoning public hearing for the cannabis matters.
Council Comments
Alderman Kallas asked about the house on Madison Street status. City attorney will check into matter.
