A. Consideration and action to approve the Minutes of the February 10, 2020 Regular City Council Meeting, as requested by the City Clerk Department. (Recommended Motion: The proposed Minutes be approved.)

B. Consideration and action to approve Bills and Payroll in the amount of $5,458,517.12, as requested by the Finance Department. (Recommended Motion: The proposed Bills and Payroll be approved.)

C. Consideration and action to approve the Purchase of four (4) LifePak 15 V-4 Cardiac Monitor/Defibrillators from Stryker Medical in the amount of $101,388.88, utilizing the GSA joint purchasing cooperative, and authorization to dispose of four (4) 2012 LifePak 15 units through trade-in credit, as requested by the Fire Department. (Recommended Motion: The proposed Purchase and Disposal be approved.)

D. Consideration and action to approve the Purchase of a 2020 Ford F-350 with snow plow from Roesch Ford of Bensenville, Illinois, using Northwest Suburban Purchasing Contract (#180), in the amount of $36,620, as requested by the Public Works Department and the Fire Department. (Recommended Motion: The proposed Purchase be approved.)

E. Consideration and action to approve an Interlocal Agreement between the City of Bloomington and County of McLean, IL regarding the 2019 Byrne Justice Assistance Grant Program Award (JAG grant 2019-DJ-BX-0676), allowing the Police Department to accept the grant funds when they are awarded, as requested by the Police Department. (Recommended Motion: The proposed Agreement be approved.)

F. Consideration and action to approve an Ordinance Waiving the Technical Bidding Requirements and Approving a Multi-Year Contract with Calgon Carbon Corporation for Municipal Custom Reactivation and Makeup Carbon, as requested by the Public Works Department. (Recommended Motion: The proposed Ordinance and Contract be approved.)

G. Consideration and action to approve a Resolution Authorizing the City Manager to Approve an Energy Supply Contract with One Hundred Percent Renewable Energy, as requested by the Facilities Department. (Recommended Motion: The proposed Resolution be approved.)

H. Consideration and action to approve an Ordinance Approving the Final Plat of Boys & Girls Club Subdivision, as requested by the Public Works Department. (Recommended Motion: The proposed Ordinance be approved.)

I. Consideration and action to approve an Ordinance Accepting the Dedication of a Public Utility Easement and Approving the Easement Agreement Between F.O.B Development and the City of Bloomington, as requested by the Public Works Department. (Recommended Motion: The proposed Ordinance be approved.)

J. Consideration and action to approve an Ordinance Extending and Reinstating the Third Revision to the Empire Business Park Preliminary Plan Last Revised July 8, 2013 and Approving the Final Plat of Empire Business Park Eleventh Addition, as requested by the Public Works Department. (Recommended Motion: The proposed Ordinance be approved, subject to the petitioner paying the required tap-on fees.)

K. Consideration and action to approve an Ordinance Approving the Final Plat of Empire Business Park Subdivision Tenth Addition, as requested by the Public Works Department. (Recommended Motion: The Ordinance be approved, subject to the petitioner paying the required tap-on fees and providing the required sureties.)

L. Consideration and action on the Application of Personal Assistance Telephone Help Inc. d/b/a PATH, requesting a Class LA (Limited, All Types of Alcohol) liquor license, for their 12th Annual Chefs for PATH Event at the BCPA, as requested by the City Clerk Department. (Recommended Motion: The proposed Liquor License be approved.)

M. Consideration and action on the Application of Morrissey Firehouse Pizza, LLC, d/b/a Firehouse Pizza, to be located at 1601 Morrissey Drive, Unit B, requesting a Class RAS (Restaurant, All Types of Alcohol, and Sunday Sales) liquor license, as requested by the City Clerk Department. (Recommended Motion: The proposed Liquor License be approved with the condition the establishment close at 11:00 p.m. Sunday through Thursday and 2:00 a.m. on Friday and Saturday; and contingent upon the compliance with all building, health, and safety codes.)

N. Consideration and action on the Request of Richard’s Services Inc., d/b/a Parkview Inn, located at 1003 S Morris Ave, to redefine their approved area for consumption with a permanent extension of premise to allow an Outdoor Service or Consumption Area, as requested by the City Clerk Department. (Recommended Motion: The proposed Request be approved, contingent upon the compliance with all building, health and safety codes.)

8. Public Hearing

A. Public Hearing for the FY 2021 Proposed Budget, as requested by the Finance Department and the Administration Department. (Recommended Motion: None; presentation only.)
