City of Leroy City Council met June 1.

Here is the minutes provided by the council:

The meeting was called to order at 7:00 PM by Mayor Dean via live stream access. Council members in remote access were Dawn Hanafin, Rick Kline, Kyle Merkle, Brad Poindexter, Kelly Lay, Matt Steffen and Greg Steffen. Ron Legner was absent.

Staff members in remote session were Chief Williamson, Dan Lush, Perry Mayer, Nathan Wilkins, Samantha Walley and Vicki Moreland.

Included on the consent agenda were Regular Meeting Minutes from May 18, 2020, Invoices from June 1, 2020 in the amount of $29,903.38 and payroll from May 22, 2020 in the amount of $42,325.54. Motion was made by Dawn and seconded by Kelly for approval of the consent agenda.

Roll call: Dawn Hanafin-yes, Rick Kline-yes, Kyle Merkle-yes, Brad Poindexter-abstain, Kelly Lay-yes, Matt Steffen-yes, Greg Steffen-yes.

Motion carried 6 yeas, 0 nays, 1 abstain.

During staff reports Chief Williamson stated that Officer Fisk had completed his field training and was working solo.

Dan reported that the cameras had been set up at the street department to survey the areas of concern regarding illegal dumping. He stated that the next step would be implementing fees for violations.

Perry reported that he and John were building a structure next to the brine tank to keep the line from freezing in the winter.

Council entered discussion regarding the addition of a corporal position within the Le Roy Police Department. Sergeant Wilkins was available for input. Greg was not in favor of implementing the position until the union contract was reviewed at renewal. The consensus of the council was to revisit the issue at a later date.

The council discussed approval of fa~ade/exterior remodel to accommodate external dining area at 202 E. Center Street as requested by owner Mr. Doug Hammer. Plans are for making an open space for outdoor dining tables. He stated that the integrity of the second floor would remain. Brad suggested approval from a structural engineer to verify the integrity. The matter was brought to the council due to the historic nature of the building. The consensus of the council was for approval of the project.

Motion was made by Greg and seconded by Dawn for approval of citywide garage sales beginning June 15, 2020 held in accordance with "Restore Illinois" Phase 3 and DCEO guidelines. Ordinance No. 20-06-01-60, An Ordinance Amending The City Of Le Roy Personnel Policy Manual And Adopting A Policy Prohibiting Sexual Harassment, was passed on a motion made by Kelly and seconded by Rick. Dawn Hanafin-yes, Rick Kline-yes, Kyle Merkle-yes, Brad Poindexter-yes, Kelly Lay-yes, Matt Steffen-yes, Greg Steffen-yes.

Motion carried 7 yeas, O nays.

Motion was made by Rick and seconded by Kyle for approval of installation of "No Parking at Any Time" sign near the entrance/exit to Flanagan State Bank. Dawn Hanafin-yes, Rick Kline-yes, Kyle Merkle-yes, Brad Poindexter-yes, Kelly Lay-yes, Matt Steffen-yes, Greg Steffen-yes.

Motion carried 7 yeas, 0 nays.

Motion was made by Brad and seconded by Rick for approval of the cancellation of July 6, 2020 regularly scheduled City of Le Roy Council Meeting. Dawn Hanafin-yes, Rick Kline-yes, Kyle Merkle-yes, Brad Poindexter-yes, Kelly Lay-yes, Matt Steffen-yes, Greg Steffen-yes.

Motion carried 7 yeas, 0 nays.

In Old and New Business Mayor Dean informed the council of plans to continue remote access council meetings until Phase 4 is implemented by the State of Illinois.

Greg asked what Samantha found out about what other communities do regarding building and code compliance. Samantha stated that Farmer City and Downs use their uniformed police officers, Heyworth uses their city Engineer and Bloomington and Normal has a CCO division filled by a civilian. The consensus of the council was to discuss again during contract negotiations later in the year.

Greg also asked about the availability of helmets, shields and other protective gear for Officers in case they were needed. Chief Williamson stated that everyone he checked with was out of stock of protective gear.

Greg feels that going forward; the safety equipment needs to be attained.

Sam stated that a new law regulating remote sessions for public officials had been enacted. She will look into subscription with Zoom or other remote access providers. Samantha also informed the council that she had been contacted by Lease Advisors, regarding a profit sharing venture with a cell site. She informed that council that she had brochures if they were interested.

Sam stated that the easements had been obtained for the 2020 Sanitary Sewer Improvements and the Wilson Street project. Also the landfill post-closure final sign off by the EPA would verify if the landfill closure was completed or if additional work was needed.

Water penalties and shut-offs had been held off due to the Covid 19 pandemic. Sam asked the council's thoughts on reinstating in July or September. The consensus of the council was to reinstate July 1 on a case by case basis, which would start the penalty process on July 16, the past due date for the July bills.

Rick asked about the status of the Railroad property cleanup and use for trails. Sam will email the "Rails to Trails" committee for information.

Motion was made by Kelly and seconded by Greg to adjourn the regular council meeting at 7:57 PM.
