City of Pontiac Infrastructure Committee met July 27.

The meeting was called to order at 4:45 p.m. with the following members present: Gabor, Swanson, Wille, Myers, Causer, Barr, and Eckhoff.
The following items were discussed:
1. Indiana Avenue - City Engineer Brian Verdun updated the Committee on the development of the Indiana Avenue project. The project will run from Illini Avenue east to the bridge. Brian is developing a phasing plan to accommodate traffic in the area. Part of the plan includes detours. Also a 10 ft. bike path is included on the north side. 80% of the funds will come from the City’s FAU account. Ordinally MFT funds were planned for the balance. Recently the State has announced the Rebuild Illinois Program. Under the program, the City will receive about $260,000 a year for 3 years to be used on road improvement projects. Staff recommends the first year funds be used for the City’s share of the Indiana improvements. The Committee concurred and recommends to the full council that Build Illinois funds be appropriated to the Indiana Street project.
2. The Committee heard from staff about bike path improvements. The State is accepting applications for ITEP(Illinois Transportation Enhancement Program). The committee agreed that staff should prepare an application for paving of the ComEd property of the Bicycle Path Plan. Additional, necessary easements will be obtained from ComEd.
3. Downtown outdoor seating areas. The committee feels the experiment with outdoor dining has been very successful. Plans should be developed for permanent areas. Staff was instructed to study and propose alternatives.
4. The Committee reviewed the Cannibus Zoning Ordinance. The Committee recommends that the issue should be addressed as a land use issue. T herefore recommend amendments be refereed to the Planning Commission, for growing uses be special uses in the M-1( Manufacturing District) and delete the distances uses from variances.
