McLean County County Board met Aug. 18.

The McLean County Board met Via Remote at 5:30 pm in Room 400 of Government Center, 115 East Washington Street, Bloomington, Illinois. Member Thompson led the invocation followed by the Pledge Allegiance and the Roll Call.
The Following Members answered to roll call:
Members, Sharon Chung, Chuck Erickson, William John Friedrich, George Gordon, Elizabeth Johnston, Randall Martin, Catherine Metsker, Carlo Robustelli, Susan Schafer, Logan Smith, James Soeldner, Gerald Thompson, Shayna Watchiniski, George Wendt, Laurie Wollrab, Josh Barnett, Jacob Beard, Lyndsay Bloomfield, William Caisley, and Chairman John McIntyre.

Chairman McIntyre called the meeting to order and Julie Morlock took the roll call.
NOTE CHANGE: To promote health and safety, we encourage individuals or groups to email public comment statements to County Administration at admin@mcleancountyil.gov by Monday, August 17, 2020 at 5:30 pm. Statements received by the deadline will be read aloud as part of the record, pursuant to the time parameters in McLean County Board Rules (individuals, three minutes; groups, five minutes). The entirety of the statement will be placed in the official minutes, even if the statement reads longer than the time limit allows.
If you choose to provide comment in person, requests must be received by County Administration pursuant to timelines in the McLean County Board Rules (24 hours in advance for an item on the agenda and 2 business days in advance of the meeting for items not on the agenda). Please also note that we will adhere to the Phase 4 direction by the Governor which limits the number of individuals that can gather in the County Board Room. In-person attendance will be on a first come basis. Recommended social distancing protocols will be adhered to at all meeting.
The South Front Street doors of the McLean County Government Center will be open 30 minutes prior to the meeting to allow the general public access to Room 400. The general public will be asked to leave, and the building will be closed, immediately following adjournment of the meeting. A1a) Members Soeldner/Robustelli moved the County Board to approve a Request approval of an amendment to the Employment Agreement between McLean County and the County Administrator. Clerk Michael shows all Members voting in favor of the Motion. Motion carried.
B. HEALTH COMMITTEE: Chair Schafer, 1 action item
B1a) Members Schafer /Metsker moved the County Board to approve a Request of an Emergency Appropriation Ordinance Amending the McLean County Fiscal year 2020 Combined Appropriation and Budget Ordinance for Fund 0107 (requires 2/3 County Board approval pursuant to 55ILCS 5/6-1003). Clerk Michael shows all Members present voting in favor of the Motion. Motion carried.
C. TRANSPORTATION COMMITTEE: Chairman Caisley, 3 action items
C1a) Members Caisley /Martin moved the County Board to Request approval of a Resolution Authorizing Execution and Amendment of Federal CARES Act Section 5311 Grant Agreement

D. JUSTICE COMMITTEE: Chairman Gordon, 8 action items
D1a) Members Gordon/ Johnston moved the County Board to approve an approval of a Violent Crime Victims Assistance Program Grant Agreement with the Office of the Attorney General and the McLean County's State Attorney's Office. Clerk Michael shows all Members present voting in favor of the Motion. Motion carried.
D1b) Members Gordon/Thompson moved the County Board to approve an approval of an Emergency Appropriation Ordinance Amending the McLean County Fiscal Year 2020 Combined Annual Appropriation and Budget Ordinance General Fund 0001, Court Services Department 0022 (requires 2/3 County Board approval pursuant to 55ILCS 5/6-1003) Clerk Michael shows all Members present voting in favor of the Motion. Motion carried.
D1c) Members Gordon/Soeldner moved the County Board to approve an approval of a Change order to modify the contract with the National Center for State Courts. Clerk Michael shows all Members present voting in favor of the Motion. Motion carried.
D1d&e) Members Gordon/Caisley moved the County Board to approve an approval a Violent Crime Victims Assistance Program Grant Agreement by and Between the State of Illinois Office of the Attorney General and Mclean County CASA and Mclean County CAC. Clerk Michael shows all Members present voting in favor of the Motion. Motion carried.
D1f) Members Gordon/Schafer moved the County Board to approve an approval of an Illinois Criminal Justice Information Authority Grant Agreement for Adult Redeploy Illinois (Court Services). Clerk Michael shows all Members present voting in favor of the Motion. Motion carried.
D1g) Members Gordon/Bloomfield moved the County Board to approve an approval of an Inter-Governmental Agreement between the State of Illinois, Department of children and Family Services (DCFS) and the County of McLean for the Children's Advocacy Center. Clerk Michael shows all Members present voting in favor of the Motion. Motion carried.
D1h) Members Gordon/Thompson moved the County Board to approve an approval of a Grant Agreement between the Children's Advocacy Center of Illinois and the Children's Advocacy Center of McLean County. Clerk Michael shows all Members present voting in favor of the Motion. Motion carried.
E. FINANCE COMMITTEE: Chairman Soeldner, 2 action items
E1a) Members Soeldner/Wollrab moved the County Board to approve an approval of an Intergovernmental Agreement between the City of Bloomington and the County of Mclean for use of the Arena as a Voting Center on Election Day, November 3, 2020. Clerk Michael shows all Members present voting in favor of the Motion. Motion carried.
E1b) Members Soeldner/Bloomfield moved the County Board to approve an approval of a Resolution of the County of McLean authorizing the execution of an intergovernmental cooperation agreement between the County and the Town of Normal, Mclean County, Illinois and Authorizing Normal to exercise the powers of the County of McLean in Connection with an MCC program and a loan finance program. Clerk Michael shows all Members present voting in favor of the Motion. Motion carried.
F, LAND USE AND DEVELOPMENT COMMITTEE: Chairman Erickson. No action items. (refer to audio for comments)
G, PROPER IT COMMITTEE: Chairman Barnett, action item was tabled to their committee meeting.
OTHER BUSINESS AND COMMUNICATION:
County Administrator Rodriguez commented that people are visiting Comlara Park and using the pontoon rentals which has been a great source of revenue for the County. She also mentioned that McLean County was in the 2% positivity rate for Covid-19 numbers. (refer to audio for more comments)
