City of Pontiac City Council met Sept. 21.

Here is the minutes provided by the council:

The regular meeting of the Pontiac City Council was held on September 21, 2020 at the Eagle Theater.

Mayor Alvey called to order the meeting of the City Council at 7:00 P.M.

City Clerk was directed to call roll, and the following members of the Council were present: Barr, Swanson, Eckhoff, Hicks, Bradshaw, Myers, Gabor and Wille. Absent: Kallas and Causer

CONSENT AGENDA

Mayor Alvey stated that there were three items on the consent agenda. He asked if there was a need to have any item removed for later discussion. Alderman Myers asked that item “C” be removed for discussion. Motion made by Gabor second by Myers that the items on the consent agenda be approved as presented except item “C”.

A. Motion by Gabor, second by Myers to approve the minutes of the September 8, 2020 City Council Meeting. On a roll call vote, motion carried 8-0. Aye votes recorded: Barr, Swanson, Eckhoff, Hicks, Bradshaw, Myers, Gabor and Wille.

B. Motion by Gabor, second by Myers to approve the payment of bills totaling $276,868.64 from all funds. On a roll call vote, motion carried 8-0. Aye votes recorded: Barr, Swanson, Eckhoff, Hicks, Bradshaw, Myers, Gabor and Wille.

Alderman Myers asked that he be abstained from vote on item “C” on the Consent Agenda due to conflict.

C. Motion by Gabor, second by Barr, to approve the referral of an application for a Zoning Variance by Cherie Monical/Ken McDormand - 510 E. Water St. To the Planning Commission. On a roll call vote, motion carried 7-0. Aye votes recorded: Barr, Swanson, Eckhoff, Hicks, Bradshaw, Gabor and Wille. Abstain vote recorded: Myers

REGULAR AGENDA

A. Ordinance 2020-O-022 - Annexation Elliott/Heiser Subdivision

Motion by Eckhoff, second by Hicks to approve Ordinance 2020-O-022 Annexation Agreement with Elliott-Heiser Subdivision as written. On a roll call vote, motion carried 7-1. Aye votes recorded: Barr, Swanson, Eckhoff, Hicks, Bradshaw, Myers, and Wille. Nay vote recorded: Gabor

B. Ordinance 2020-O-023 - Approval Elliott/Heiser Subdivision

Motion by Bradshaw, second by Eckhoff to approve Ordinance 2020-O-023 , approving a Preliminary and Final Plat for a six-lot subdivision of Elliott/Heisner as written. On a roll call vote, motion carried 7-1. Aye votes recorded: Barr, Swanson, Eckhoff, Hicks, Bradshaw, Myers, and Wille. Nay vote recorded: Gabor

C. Surplus Equipment Disposition

Motion by Myers, second by Wille to approve sale and disposal of surplus fire department self- containing breathing apparatus equipment. On a roll call vote, motion carried 8-0. Aye votes recorded: Barr, Swanson, Eckhoff, Hicks, Bradshaw, Myers, Gabor and Wille

D. Ice Skate Rink

Motion by Bradshaw, second by Gabor to approve, using TIF Funds, to purchase and install an outdoor ice rink in the Block 59 Parking lot, in the amount of $93,508.40, also receiving a gift of $25,000.00 from the Humiston Trust. On a roll call vote, motion carried 8-0. Aye votes recorded: Barr, Swanson, Eckhoff, Hicks, Bradshaw, Myers, Gabor and Wille.

E. Elected Officials Salaries

Motion by Gabor, second by Myers to not increase the salaries of the elected officials. On a roll call vote, motion carried 8-0. Aye votes recorded: Barr, Swanson, Eckhoff, Hicks, Bradshaw, Myers, Gabor and Wille

F. COVID-19 Update

Police Chief Jim Woolford noted that the department has (2) officers assigned to COVID-19 compliance, one in the day one in evening.

Parks & Rec announced that they will have the Family Fall Festival with COVID restrictions. Trick or Treaters will be allowed with voluntary givers. Guidelines will be published. Christmas Light up Parade will be November 27th and held in Chautauqua Park as a drive thru participation by public.

Cemetery Walk will be October 16, 17, and 18 with Vermillion Players acting out characters. Mayor Comments

Mayor Alvey stated the GTO car show was successful, showing 211 cars and noted that the rumors regarding the City bought the Elk’s Club Golf course are not true, only that there has been discussions.

Public Comments

Mary Comens asked the Council to consider getting something done with the painting of the swinging bridges and clean up the area of bridges/parks of weeds, etc.

Executive Session

Motion by Gabor, second by Myers to adjourn to Executive Session to discuss and consider property acquisition, disposal and Litigation as authorized under Section 2(c)2 of the Illinois Open Meetings Act. Action will be taken after Executive Session. On a roll call vote, motion carried 8-0. Aye votes recorded: Barr, Swanson, Eckhoff, Hicks, Bradshaw, Myers, Gabor and Wille.

On motion duly made and seconded, the regular meeting of the City Council was adjourned.
