McLean County Board Justice Committee met Sept. 1.

Here is the minutes provided by the committee:

The Justice Committee of the McLean County Board met at 4:30 p.m. in Room 404 of the Government Center, 115 E. Washington Street, Bloomington, Illinois.

Members Present: Chairman George Gordon, Members George Wendt, Carlo Robustelli, Susan Schafer, Randall Martin and Jim Soeldner (All by remote attendance)

Members Absent: Member Lyndsay Bloomfield

Other County Board

Members Present None

Staff Present: Ms. Camille Rodriguez, County Administrator, Ms. Cassy Taylor, Assistant County Administrator, Ms. Cathy Dreyer, Assistant County Administrator; Chris Spanos, First Assistant State’s Attorney – Civil Division; Ms. Julie Morlock, Recording Secretary; Samantha Vazquez Assistant State’s Attorney – Civil Division

Department Heads/Elected Officials Present: Mr. Don Everhart, Circuit Clerk, Mr. Jon Sandage, Sheriff, Ms. Kathy Yoder, Coroner; Ms. Carla Barnes, Public Defender, Mr. Michael Donovan, Court Services; Ms. Molly Evans, Children’s Advocacy Center; (all via remote attendance);

Others Present: Mr. Brad Rigdon, First Assistant State’s Attorney - Criminal Division (via remote attendance)

Chairman Gordon called the meeting to order at 4:33 p.m. and declared a quorum. Chairman Gordon presented the minutes of the July 21, 2020 special meeting and August 4, 2020 regular meeting for approval.

Motion by Martin/Soeldner to approve the minutes from the July 21, 2020 special meeting and August 4, 2020 regular meeting.

Motion Carried. Roll call vote – all members present voted yes including the Chairman.

Chairman Gordon confirmed with Ms. Rodriguez that there were no requests from members of the public.

Mr. Michael Donovan, Director of Court Services presented his monthly reports. Chairman Gordon asked if there were any questions, hearing none, he thanked him.

Mr. Don Everhart, Circuit Clerk presented for action a request to approve an Emergency Appropriation Ordinance Amending the McLean County Fiscal Year 2020 Combined Annual Appropriation and Budget Ordinance. He indicated this was to purchase document scanner.

Mr. Everhart stated they already have to e-file civil matters and these would be the scanners and they have worked well. He stated he felt they would soon be mandated to file all criminal matters electronically.

Motion by Soeldner/Schafer to recommend approval of an Emergency Appropriation Ordinance Amending the McLean County Fiscal Year 2020 Combined Annual Appropriation and Budget Ordinance.

Motion Carried – Roll Call Vote and all members present voted yes including the Chairman.

Mr. Everhart presented his monthly reports. Chairman Gordon asked if there were any questions; hearing none, he thanked him.

Ms. Carla Barnes, Public Defender present her monthly report. Chairman Gordon asked if there were any questions; hearing none, he thanked her.

Ms. Molly Evans, Children’s Advocacy Center presented her monthly reports to the Committee. Chairman Gordon asked if there were any questions, hearing none, he thanked her.

Mr. Jon Sandage, McLean County Sheriff presented his monthly report and stated they have been able to transfer 56 inmates to the Illinois Department of Corrections since August 13 and have 7 more awaiting transport. He stated they have zero COVID cases in the jail. Chairman Gordon asked if there were any questions; hearing none, he thanked him.

Ms. Kathy Yoder, McLean County Coroner presented for action a request to approve an Emergency Appropriation Ordinance Amending the McLean County Fiscal Year 2020 Combined Annual Appropriation and Budget Ordinance. Ms. Yoder indicated more counties are participating in the program which is good but decreases the amount of funds that come to each county.

Motion by Wendt/Schafer to recommend approval of an Emergency Appropriation Ordinance Amending the McLean County Fiscal Year 2020 Combined Annual Appropriation and Budget Ordinance.

Motion Carried. Roll Call vote – all members present voted yes including the Chairman.

Ms. Yoder presented her monthly report. She stated the out-of-county cases numbers are still up. Chairman Gordon asked if the Committee had any questions for her, hearing none, he thanked her.

Mr. Brad Rigdon presented the State’s Attorney’s monthly reports. Chairman Gordon asked if there were any questions, hearing none, he thanked him.

Ms. Rodriguez indicated the first item under her portion of the agenda, a critical hire request, had been inadvertently put under information and would be brought to stand-up for action.

Ms. Rodriguez presented her report on recent positions filled.

Mr. Gordon indicated the Justice Committee had a number of departments under their purview which usually requires two budget meetings. Discussion about possible dates in the weeks of October 19th and the 26th for the second meeting. The Committee asked Ms. Morlock to send out a poll for the week of October 19th and the first part of the week of October 26th and to check with Broadleaf about their availability.

Chairman Gordon asked if there was other business or communication to come before the Committee; hearing nothing, he moved to payment of the bills.

Chairman Gordon confirmed there were no transfers and presented bills for review and approval as transmitted by the County Auditor with a Prepaid and Fund Total of $419,264.94.

Motion by Martin/Soeldner to approve the Justice Committee bills as transmitted by the County Auditor with a prepaid and fund total of $419,264.94.

Motion Carried. Roll call vote – all present voted yes including the Chairman.

Member Robustelli had left the meeting.

Chairman Gordon asked if there was any other business or communication for the Justice Committee; hearing none, he adjourned at 4:53 p.m.
