City of Pontiac City Council met Dec. 7.

Here is the minutes provided by the council:

The regular meeting of the Pontiac City Council was held via Zoom in accordance with the Gubernatorial Disaster Proclamations and Executive Order in regards to the Open Meeting

Mayor Alvey called to order the meeting of the City Council at 7:00 P.M.

The City Clerk was directed to call roll, and the following members of the Council were present: Barr, Eckhoff, Kallas, Causer, Hicks, Bradshaw, Myers, Gabor and Wille. Absent: Swanson

MEETING OF THE PONTIAC CIVIC CENTER AUTHORITY

Mayor Alvey asked that the record show the same Aldermen present for this meeting as are present for the regular Council meeting: Barr, Eckhoff, Kallas, Causer, Hicks, Bradshaw, Myers, Gabor, and Wille

Mayor Alvey asked if there was any business to come before the Civic Center Board this evening. Hearing none, he declared the meeting closed.

CONSENT AGENDA

Mayor Alvey stated that there were two items on the consent agenda. He asked if there was a need to have any item removed for later discussion. Hearing none, motion made by Eckhoff, second by Gabor that the items on the consent agenda be approved as presented.

A. Motion by Eckhoff, second by Gabor to approve the minutes of the November 16, 2020 City Council meeting. On a roll call vote, motion carried 9-0. Aye votes recorded: Barr, Eckhoff, Kallas, Causer, Hicks, Bradshaw, Myers, Gabor, and Wille.

B. Motion by Eckhoff, second by Gabor to approve the payment of bills totaling $371,033.91 from all funds. On a roll call vote, motion carried 9-0. Aye votes recorded: Barr, Eckhoff, Kallas, Causer, Hicks, Bradshaw, Myers, Gabor, and Wille.

REGULAR AGENDA

A. Ordinance 2020-O-027 Rezoning 801 W. Water Street

Motion by Gabor, second by Myers to approve Ordinance 2020-O-027, an ordinance changing the zoning at 801 W. Water Street to B-3, General Business as written. On a roll call vote, motion carried 9-0. Aye votes recorded: Barr, Eckhoff, Kallas, Causer, Hicks, Bradshaw, Myers, Gabor, and Wille.

B. Review of Pension Reports

City Administrator, Bob Karls gave the Annual Reports for the Pontiac Police Pension Fund and the Pontiac Fire Department Pension Fund to Council, explaining the requirements, costs, funding, unfunded amounts, assets and benefits.

C. Approval of 2021 Insurance Renewal

Motion by Eckhoff, second by Kallas to authorize the renewal and increase to $636,734.00 for the insurance package renewal for property, vehicles, cyber liability, crime, and workers compensation. On a roll call vote, motion carried 9-0. Aye votes recorded: Barr, Eckhoff, Kallas, Causer, Hicks, Bradshaw, Myers, Gabor, and Wille.

D. Ordinance 2020-O-028 0 2020 Levy Ordinance

Motion by Barr, second by Bradshaw to approve Ordinance 2020-O-028, the Ordinance to levy a tax for corporate purposes, for the fiscal year beginning April 1, 2020 and ending March 31, 2021, as written. On a roll call vote, motion carried 9-0. Aye votes recorded: Barr, Eckhoff, Kallas, Causer, Hicks, Bradshaw, Myers, Gabor, and Wille.

E. Rec Plex Sewer Bid Award

Motion by Barr, second by Causer to approve the bid of $311,000.00 to G.A. Rich & Sons for the Rex Plex Sanitary Sewer Project. On a roll call vote, motion carried 9-0. Aye votes recorded: Barr, Eckhoff, Kallas, Causer, Hicks, Bradshaw, Myers, Gabor, and Wille.

F. Authority to Submit Elliott/Heisner Subdivision to Illinois EPA

Motion by Causer, second by Bradshaw to send to the Illinois EPA the Elliott/Heisner Subdivision forms and use City Funds to complete the project of extending the sanitary sewer. On a roll call vote, motion carried 9-0. Aye votes recorded: Barr, Eckhoff, Kallas, Causer, Hicks, Bradshaw, Myers, Gabor, and Wille.

G. Approval of 2021 Meeting Schedule

Motion by Wille, second by Hicks to approve the 2021 City Meetings schedule. On a roll call vote, motion carried 9-0. Aye votes recorded: Barr, Eckhoff, Kallas, Causer, Hicks, Bradshaw, Myers, Gabor, and Wille.

H. Employee Christmas Gift

Motion by Barr, second by Eckhoff to approve the Christmas gifts to City employees of $50.00 cash to all full-time employees and $25.00 cash to all part-time, paid on call and volunteer fireman. On a roll call vote, motion carried 9-0. Aye votes recorded: Barr, Eckhoff, Kallas, Causer, Hicks, Bradshaw, Myers, Gabor, and Wille.

I. Debolt Subdivision Sign

Discussion on the sign at the entrance of Debolt Subdivision and a replacement would cost about $5,000.00. Motion by Causer, second by Barr to table the discussion to a committee. On a roll call vote, motion to table was denied 0-9. Nay votes recorded: Barr, Eckhoff, Kallas, Causer, Hicks, Bradshaw, Myers, Gabor, and Wille.

J. COVID Update

Mayor asked all Pontiac citizens to follow the orders and guidelines required by the state.

Mayor Comments

Mayor Alvey also asked that the bars and restaurants conform to the Rules of the Governor and the City will try to work with owners in explaining the orders.

Administrator Comments

Finance Committee set for December 14, 2020 AT 4:00 p.m. at City Hall Council Comments

Alderman Wille wanted to note that the Christmas lights look great downtown and to thank staff for the good job.

Alderwomen Eckhoff mentioned the “lighted trees” in Fairview Subdivision and that Santas will be roaming the subdivision area on December 19th giving out candy to cars that come to look at the tree lights.
