Village of Gridley Board of Trustees Met Nov. 5.

Here is the minutes provided by the board:

The special meeting of the Board of Trustees of the Village of Gridley was held at the Village Hall at 7:00 p.m. The Monday, November 2 meeting did not have a quorum. Michael Finck opened with a word of prayer.

President Benedict called the meeting to order and directed the Clerk to call roll, and upon roll call, the following Trustees answered present: Michael Finck, Kyle Cobbley, Keri Hany, J. D. Maurer, and Mick Finck. Quorum present. No employees were present.

Jeff asked if there were any corrections or additions to October meeting minutes. There were none. Mick made a motion to approve the minutes and Michael seconded the motion. Roll call: Michael Finck-yea, Cobbley-yea, Hany-yea, Maurer-yea, Mick Finck-yea. Motion carried.

Board reviewed the “Bills received by Clerk”. There were no additions. J.D. made a motion to approve the bills and Kyle seconded the motion. Roll call: Michael Finck-yea, Cobbley-yea, Hany-yea, Maurer-yea, Mick Finck- yea. All present voted in the affirmative. Motion carried.

Board reviewed the Treasurer’s Report. After discussion, Kyle made a motion to approve the Treasurer’s Reportand Michael seconded. All present answered in favor.

Michael presented Ordinance #629 – An ordinance levying taxes in the amount of $168,800 for the 2020 tax year payable in 2021. Michael made a motion to pass Ordinance #629. Keri seconded. Roll call: Michael Finck-yea, Cobbley-yea, Hany-yea, Maurer-yea, Mick Finck-yea. All present voted in the affirmative. Motion carried.

Michael presented Ordinance #630 – An ordinance abating the taxes levied on the 2019 General Obligation Bond. After discussion, Michael made a motion to pass ordinance #630. Keri seconded. Roll call: Michael Finck-yea, Cobbley-yea, Hany-yea, Maurer-yea, Mick Finck-yea. All present voted in the affirmative. Motion carried.

J. D. reported that the State of Illinois has issued strict regulations for the timeline and spending of the Rebuild Illinois Motor Fuel Tax Grant. The grant was unsolicited funds sent to municipalities in the summer.

The State recently released the regulations for spending. J.D. made a motion to hire Andrews Engineering to take care of the paperwork and proper administration of the grant. Kyle seconded. Roll call: Michael Finck-yea, Cobbley-yea, Hany-yea, Maurer-yea, Mick Finck-yea. All present voted in the affirmative. Motion carried.

Keri, reporting for Susan, asked that the village allow the expenditure of up to $1250 for holiday lights and banners for “Light Up Gridley”. After discussion, Keri made a motion that up to $1250 be approved for holiday lights and banners. Michael seconded. Roll call: Michael Finck-yea, Cobbley-yea, Hany-yea, Maurer-yea, Mick Finck-yea. All present voted in the affirmative. Motion carried.

Keri reported that Gridley and Meadows sirens are being worked on so they can be set off by McLean County.

J.D. reported that he had received a phone call from a resident on 8th and Market with concern about the traffic speed and so many children in the area. J.D. will talk to Mark about the possibility of installing some signs.

At 7:15 p.m., J.D. made a motion to go into executive session to discuss property. Mick seconded. Roll call: Michael Finck-yea, Cobbley-yea, Hany-yea, Maurer-yea, Mick Finck-yea. All present voted in the affirmative. Motion carried.

At 7:30, board resumed regular session.

Kyle made a motion to pass Resolution 2020-3:

A RESOLUTION AUTHORIZING EXECUTION OF AN EASEMENT AGREEMENT BETWEEN THE VILLAGE OF GRIDLEY AND GLENN D. SCHIELER AND CHARITY C. SCHIELER AND BETWEEN THE VILLAGE OF GRIDLEY AND ROBERT P. WETTSTEIN AND ANNE M. WETTSTEIN

BE IT RESOLVED by the Board of Trustees of the Village of Gridley, McLean County, Illinois, as follows:

1. That the form and substance of a certain Easement Agreement (the “Agreement”), between the Glenn D. Schieler and Charity C. Schieler (“Grantor”) and the Village of Gridley, McLean County, Illinois (“Grantee”), for an easement for storm sewer drainage purposes, as set forth in the form of the Agreement submitted to this meeting with the recommendation of the Village Attorney, is hereby approved.

2. That the form and substance of a certain Easement Agreement (the “Agreement”), between the Robert P. Wettstein and Anne M. Wettstein (“Grantor”) and the Village of Gridley, McLean County, Illinois (“Grantee”), for an easement for storm sewer drainage purposes, as set forth in the form of the Agreement submitted to this meeting with the recommendation of the Village Attorney, is hereby approved.

3. That the Village President and Village Clerk are hereby respectively authorized and directed for and on behalf of the Village to execute, attest, seal and deliver the Agreement, substantially in the form approved in the foregoing paragraph of this Resolution.

Keri seconded. Roll call: Michael Finck-yea, Cobbley-yea, Hany-yea, Maurer-yea, Mick Finck-yea. All present voted in the affirmative. Motion carried.

Mick made a motion to adjourn. J.D. seconded. Roll call: Michael Finck-yea, Cobbley-yea, Hany-yea, Maurer- yea, Mick Finck-yea. All present voted in the affirmative. Motion carried.
