City of Pontiac City Council Met Feb. 1.

Here is the minutes provided by the council:

Mayor Alvey called to order the meeting of the City Council at 7:00 P.M.

The City Clerk was directed to call roll, and the following members of the Council were present: Barr, Giovanini, Eckhoff, Kallas, Causer, Bradshaw, Myers, Gabor and Wille. Absent: Hicks

MEETING OF THE PONTIAC CIVIC CENTER AUTHORITY 

Mayor Alvey asked that the record show the same Aldermen present for this meeting as are present for the regular Council meeting: Barr, Giovanini, Eckhoff, Kallas, Causer, Bradshaw, Myers, Gabor, and Wille

Mayor Alvey asked if there was any business to come before the Civic Center Board this evening. Hearing none, he declared the meeting closed.

CONSENT AGENDA 

Mayor Alvey stated that there were three items on the consent agenda. He asked if there was a need to have any item removed for later discussion. Hearing none, motion made by Kallas, second by Wille that the items on the consent agenda be approved as presented.

A. Motion by Kallas second by Wille to approve the minutes of the January 19, 2021 City Council meeting. On a roll call vote, motion carried 9-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Causer, Bradshaw, Myers, Gabor, and Wille.

B. Motion by Kallas, second by Wille to approve the payment of bills totaling $2,165,026.14 from all funds. On a roll call vote, motion carried 9-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Causer, Bradshaw, Myers, Gabor, and Wille.

C. Motion by Kallas, second by Wille to refer to the Planning Commission a petition for a special use permit for a “drive through” facility at 1909 Reynolds St. On a roll call vote, motion carried 9-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Causer, Bradshaw, Myers, Gabor, and Wille.

REGULAR AGENDA 

A. Ordnance 2021-O-002 - Ordinance Approving Acquisition of Real Estate (Pontiac Elks Club) and Leaseback of Portion of Building

Motion by Kallas, second by Causer, to approve the contract for real estate purchase, known as Pontiac Elks Club and Golf Course; after approval by Elk’s Club Organization, execute the contract and at closing, the lease agreement as written. On a roll call vote, motion carried 6-2. Aye votes recorded: Barr, Giovanini, Kallas, Causer, Bradshaw, and Wille. Nay votes recorded: Myers and Gabor. Abstain vote recorded: Eckhoff.

B. Paint Machine Purchase - Street/Airport Purchase

Motion by Myers, second by Bradshaw to approve the purchase of a Graco 5900 series paint machine from Sherwin Williams Commercial Paint; Peoria, IL, at a cost of $28,503.10, using airport funds and a grant for COVID relief. On a roll call vote, motion

carried 9-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Causer, Bradshaw, Myers, Gabor, and Wille.

C. Sewer Department Purchase - Effluent Sampler Replacement

Motion by Eckhoff, second by Barr to approve the purchase of a Isco 5800 Effluent Sampler Replacement at a cost of $10,314.35 from Gasvoda & Associates. On a roll call vote, motion carried 9-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Causer, Bradshaw, Myers, Gabor, and Wille.

D. BlueCross BlueShield Renewal

Motion by Gabor, second by Wille to approve the BlueCross/BlueShield Insurance Renewal for the City’s Health Plan, with a 4% increase. On a roll call vote, motion carried 9-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Causer, Bradshaw, Myers, Gabor, and Wille.

Mayor Comments

Mayor Alvey noted that the Library sent a thank you to the City for the help with fixing the elevator at the library. He also commented to spread the word regarding the proposed sales tax increase and its benefits to the City.

Administrator Comments

Committee of the Whole will be Monday February 8th at 6:00 P.M. at the Eagle Theater. Council Comments

Alderman Causer introduced the owners of the new Plant Shop & Boutique in the 200 block of Mill St.

Alderman Eckhoff also said the Council needs to help educate the City with regards to the proposed sales tax increase

Alderman Kallas asked about streaming the City meetings. Staff is working on that project. Public Comments

On motion duly made and seconded, the regular meeting of the City Council was adjourned.
