City of Lexington City Council met Feb. 22.

The regular meeting of the Lexington City Council was called to order at 7:00 P. M. by Mayor Spencer Johansen in the City Council Chambers at City Hall.
Mayor Johansen led the council in the Pledge of Allegiance.
Roll call was taken to find the following physically present: Mayor Johansen, Alderman Stover, Alderman Richard, Alderman Colclasure, Alderwoman Wilson and Alderman Franklin. Alderman Schreiber was attending remotely. Members of the staff and public present were: Kenneth Sours and Luke Smucker.
It was moved by Alderman Colclasure and seconded by Alderwoman Wilson to approve the minutes of the January 25, 2021 regular City Council meeting. Motion carried unanimously.
It was moved by Alderman Stover and seconded by Alderman Franklin to approve the Treasurer’s Report including the first half of February’s bills in the amount of $43,027.45 and the second half in the amount of $181,875.69. Motion carried unanimously.

DISCUSSION/VOTE ORDINANCE 2021-3: APPROVING THE TRANSFER AND SALE OF THE TRACT C OF LOTS 5 AND 6 (OLD WATER PLANT) AS PER RECORDED PLAT OF SURVEY OF KRAUSE SURVEYING INC. DATED ON NOVEMBER 14, 2019
This just went back to when this property was sold and we need to get the deed transferred to Frank Summer’s name. There is an error on the recording date and that will be corrected tomorrow.
It was moved by Alderman Franklin and seconded by Alderwoman Wilson to approve Ordinance 2021-3: Approving the Transfer and Sale of the Tract C of Lots 5 and 6 (Old Water Plant) As Per Recorded Plat of Survey of Krause Surveying Inc. Dated On November 14, 2019. Motion carried unanimously.

BARGAINING AGREEMENT ICOPS & SURPLUS PROPERTY PROPOSAL
Motion was made by Alderwoman Wilson and seconded by Alderman Franklin to go into closed session at 7:05 P. M. Motion carried unanimously.
Motion was made by Alderman Richard and seconded by Alderwoman Wilson to stay with our original offer to ICOP of $20 an hour plus an additional 1.25% increase in the second and third years of the contract agreement. In addition to, and upon acceptance of that offer the City will increase their current pay to $20 an hour starting March 1, 2021, or upon signing of a new contract whichever is later. Motion carried unanimously.

Committee Reports:
Mayors Report: Mayor Johansen reported on the following items:
March 8th is the opening of the bids for the old Fire Station and the other building up by the park. There has been some interest and we have given them a chance to raise their bids.
Star is working on a plan to bring the Red Carpet back as long as the governor doesn’t shut anything down. She has all the booths spaced apart.
He has gotten a call from the carnival people wanting to know if we were interested this year. He told them he wasn’t sure yet. Everyone needs to think about that and we can talk about it a little further. He has some concerns about wearing masks and keeping the rides clean. He told them he would get back to them. Last year was the last year of their contract.
The guys did a good job cleaning up after the snow storm.
They have started out on the Brandt office building. In drilling the holes for the poles they discovered that the frost was 34 inches deep.
It was brought up several meetings ago about Fred and the brewery. They met with him in the first part of February. He made a payment then. He is talking like he might be open by the Red Carpet.

Water/Sewer/Sanitation: Alderwoman Wilson mentioned that there was a water main break at the trailer court.
Street/Alley: Alderman Colclasure reported that they were plowing snow and he was working on the budget.
There being no further business, motion was made by Alderman Franklin to adjourn at 7:41 P.M. Motion carried by unanimous voice vote.
