City of Fairbury City Council met April 21.

Here is the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton, Jon Kinate, Gerald Hoffman, Lynn Dameron and Bill Schmidgall. Bruce Weber was absent.

3. Pledge of Allegiance

4. Motion to approve the Consent Agenda – Motion by Hoselton, second by Kinate to approve the following items on the Consent Agenda:

A. Minutes from the April 7, 2021, council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. None

F. Overtime Report

Motion carried 7-0. YES-Norris Endres Hoselton Kinate Hoffman Dameron Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

6. Reports of Departments

→ Streets & Fire – Martin Steidinger, Superintendent & Chief – no report

→ Sewer – Brad Duncan, Superintendent reported

• The Sewer Plant is up and running and the staff is getting used to everything; asked the council if they would like to tour the plant

→ Water – Mike Mellott, Superintendent was absent

→ Police – Robert McCormick, Chief was absent

→ City – Brett Ashburn, Superintendent was absent

→ Legal – Steven Mann, City Attorney was absent

7. Reports of Aldermen

→ Alderman Norris asked for an update on the pool from Street Superintendent Martin Steidinger and Pool Manager Nancy Widlacki

→ Alderman Endres reported the glider at Marsh Park was damaged again and it will not be returned to the Park once it’s repaired

→ Alderman Hoselton asked what could be done about all the run-down homes and vehicles around town

→ Alderman Kinate asked about a second entrance to Timber Ridge

→ Alderman Weber was absent

→ Alderman Hoffman asked Sewer Superintendent Brad Duncan about the change orders for the sewer project

→ Alderman Dameron – no report

→ Alderman Schmidgall – no report

10. New Business – Discussion/Action Items

A. Motion by Kinate, second by Dameron to approve pay request #33 in the amount of $372,485.12. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Hoffman Dameron Schmidgall

B. Motion by Dameron, second by Norris to approve an Intergovernmental Agreement for Governmental Body Maintenance Of Traffic Control Devices between the City of Fairbury and the Illinois Department of Transportation. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Hoffman Dameron Schmidgall

C. Consideration of a request from Street Superintendent Martin Steidinger to hire one full-time employee – TABLED UNTIL AFTER EXECUTIVE SESSION

D. Motion by Kinate, second by Hoffman to approve Ordinance No. 2021-4 Renewing an Existing Franchise and Granting for a Period of 20 Years to Ameren Illinois, a Corporation, its Successors and Assigns, The Franchise, Right, Permission and Authority to Construct, Reconstruct, Excavate For, Place, Remove, Extend, Maintain, and Operate an Electric Utility System in the City of Fairbury, County of Livingston and State of Illinois. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Hoffman Dameron Schmidgall

E. Motion by Schmidgall, second by Hoffman to approve the 2021-2022 Fiscal Budget. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Hoffman Dameron Schmidgall

13. Motion by Kinate, second by Norris to enter Executive Session at 7:06 p.m. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Hoffman Dameron Schmidgall

Personnel – Section 2(c)(1) – Employee hiring, firing, compensation, discipline and performance. (Note: An independent contractor is not an employee).

Motion by Dameron, second by Hoffman to enter Open Session at 7:12 p.m. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Hoffman Dameron Schmidgall

10. C Motion by Kinate, second by Hoselton to approve a request from Street Superintendent Martin Steidinger to hire one full-time employee. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Hoffman Dameron Schmidgall

14. Adjournment – Motion by Kinate, second by Schmidgall to adjourn at 7:14 p.m.
