City of Fairbury City Council met May 5.

Here is the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Steve Endres, Jon Kinate, Bruce Weber, Gerald Hoffman, Lynn Dameron and Bill Schmidgall. Gary Norris and Charles Hoselton were absent.

3. Pledge of Allegiance

4. Motion to approve the Consent Agenda – Motion by Kinate, second by Endres to approve the following items on the Consent Agenda:

A. Minutes from the April 21, 2021, council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. None

F. Overtime Report

Motion carried 6-0. YES-Endres Kinate Weber Hoffman Dameron Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

> Deb Howard and Sue Popejoy with United Way of Livingston County updated the council about the combining of the Fairbury Community Fund and United Way of Livingston County

6. Reports of Departments

→ Streets & Fire – Martin Steidinger, Superintendent & Chief was absent 

→ Sewer – Brad Duncan, Superintendent was absent

→ Water – Mike Mellott, Superintendent was absent

→ Police – Robert McCormick, Chief – no report

→ City – Brett Ashburn, Superintendent reported

• He reached out to the railroad about the 7th Street crossing and was told 2022 would be the year crossings will be upgraded

• The City of Fairbury mobile app is up and running

→ Legal – Steven Mann, City Attorney – no report

7. Reports of Aldermen

→ Alderman Norris was absent

→ Alderman Endres – no report

→ Alderman Hoselton was absent

→ Alderman Kinate – no report

→ Alderman Weber asked about residents parking on top of water shut-off

→ Alderman Hoffman reported a pothole in the alley behind Diner 24

→ Alderman Dameron – no report

→ Alderman Schmidgall – no report

10. New Business – Discussion/Action Items

A. Swearing-In of newly elected officials

B. Motion by Kinate, second by Dameron to approve the Bank of Pontiac, Busey Bank, Morton Community Bank, First State Bank of Forrest and The Illinois Funds as the financial institutions for the City of Fairbury and to approve Dale Diller, Nancy Widlacki, Alexandria Voorheis and Brett Ashburn as check signers. Motion carried 6-0. YES Endres Kinate Weber Hoffman Dameron Schmidgall

C. Motion by Schmidgall, second by Endres to approve Bank of Pontiac as the financial institution for the City of Fairbury Police Department restricted funds and unawarded seized funds accounts and to approve Randall Vedder, Dale Diller, Robert McCormick and Brett Ashburn as check signers. Motion carried 6-0. YES-Endres Kinate Weber Hoffman Dameron Schmidgall

D. Motion by Hoffman, second by Weber to approve bills to be paid during the year to the Postmaster for postage, Dominy Library for memorials, Livingston County Circuit Clerk for recordings, and health care payments specifically: health, dental, eye and third party payer, along with Workman’s Comp, Commercial, and Professional Insurances. Also, gas credit card bills to avoid late charges if the bill arrives in between payment cycles/board meetings. Motion carried 6-0. YES-Endres Kinate Weber Hoffman Dameron Schmidgall

E. Motion by Endres, second by Schmidgall to approve a request from NuForm to cost share the installation of a handrail at 218 W Locust Street in the amount of $700. Motion carried 6-0. YES-Endres Kinate Weber Hoffman Dameron Schmidgall

13. Motion by Schmidgall, second by Dameron to enter Executive Session at 7:11 p.m. Motion carried 6-0. YES-Endres Kinate Weber Hoffman Dameron Schmidgall

A. Litigation – Section 2(c)(11) – Pending, probable or imminent litigation. Probable or imminent litigation requires specific finding to that effect in closed session minutes.

Motion by Dameron, second by Kinate to enter Open Session at 7:31 p.m. Motion carried 6-0. YES- Endres Kinate Weber Hoffman Dameron Schmidgall

14. Adjournment – Motion by Schmidgall, second by Dameron to adjourn at 7:31 p.m.
