City of Lexington City Council met March 14.

The regular meeting of the Lexington City Council was called to order at 7:00 P. M. by Mayor Spencer Johansen in the City Council Chambers at City Hall.
Mayor Johansen led the council in the Pledge of Allegiance.
Roll call was taken to find the following physically present: Mayor Johansen, Alderman Franklin, Alderman Richard, Alderman Stover, Alderwoman Wilson and Alderman Little with Alderman Mattingly joining at 7:02 PM. Members of the staff and public present were: Billie DuBouis, John Boehle and Kenneth Sours.
It was moved by Alderwoman Wilson and seconded by Alderman Franklin to approve the minutes of the February 28, 2022 regular city council meeting. Motion carried unanimously.
It was moved by Alderman Stover and seconded by Alderman Little to approve the Treasurer’s Report and paying of the bills in the amount of $135,316.37. Motion carried unanimously.

Discussion/Vote: Ordinance 2022-3: Providing for the Annexation of Certain Property Owned by Evan and Erika Leake
As the council will recall this was done a while back but was not filed in a timely manner so it needs to be redone. There was some confusion as to who was to file the documents.
Motion was made by Alderwoman Wilson and seconded by Alderman Franklin to approve Ordinance 2022-3: Providing for the Annexation of Certain Property Owned by Evan and Erika Leake. Motion carried unanimously.
Discussion/Vote to Appointment of Candace Thomas and Angie Groth ESDA Directors
Mayor Johansen has spoken with both of these candidates and they are very excited to take on these roles. They have ideas to streamline and make improvements to the position. He recommends that we approve them as ESDA Directors and that they split the salary.
Motion was made by Alderwoman Wilson and seconded by Alderman Mattingly to appoint Candace Thomas and Angie Groth as ESDA Directors. Motion carried unanimously.
Mayor’s Report: Mayor Johansen reported on the following items:
The Mayor’s Association proposal that was sent to the county passed. He had asked for $250,000 for the City of Lexington and they had asked for $5,000,000 for the county. There were nine communities that received money and there were three more that were wanting to add their names to the list. He was very proud of the work that the mayor’s did to achieve this goal.
They are to close on the Coffee Hound on March 22nd.
Jim Groth has reported that the Lockenvitz house will be coming down within the next week. A question was asked if he will be putting a fence around it during demolition? He needs a permit to take it down and that was explained to him.
He would like to set a budget work session during the last part of March preferably during the week and get as much worked out as they can. He thinks we are going to need to replace a squad car and tractor/snow blower in the future.
At the next council meeting we will hold the TIF Joint Annual Review Board Meeting before at 6:45 PM.
He still needs to schedule a CPR training with the Fire Department. One for the council and one for the employees.
They have an agreement with Farnsworth for the Water Tower. One item was a construction phase fee estimate of $35,000 where they come in and inspect the job that they are doing. There was some discussion on this fee and what it was for. It was felt if they did not pay it perhaps they would not stand behind their work if something went wrong. It was felt that whoever gets the bid is someone Farnsworth recommends they should trust them to do the job right.
Police: Alderman Richard reported that he is still going to get together with the Chief and go over the applications for a part time officer. They have three they felt were worth meeting.
The golf cart plates are in but not the stickers. The applications are on the website. They can print it off and sign. Inspections will start April 2nd from 9 AM - 1 PM but will stay longer if necessary.
If residents are still concerned about their addresses being wrong they are easily changed on mapquest.

Water/Sewer/Sanitation Billie DuBois reported that he is still working on the chemical structure of the water and how he is managing it. He also expects the cost of chemicals to increase significantly in the future.
Mayor Johansen also commented on the gas prices. Alderman Richard commented that in looking at new squad cars there are ways to eliminate the need for them to run all the time and still be able to power up the cameras and computers. It also was noted that the Narcon has to be kept at a certain temperature.
It was also brought up that there is no Animal Control officer at this time. The old Animal Control officer did a lot that was not in his job description.

There being no further business, a motion was made by Alderman Mattingly to adjourn at 7:39 P.M. Motion carried by unanimous voice vote.
