Town of Normal Town Council met April 4.

Here are the minutes provided by the council:

1. CALL TO ORDER:

Mayor Koos called the Regular Meeting of the Normal Town Council to Order at 7:00 p.m.

2. ROLL CALL:

The Clerk called the roll with the following persons

PRESENT: Mayor Chris Koos and Councilmembers Kevin McCarthy, Chemberly Cummings, Stan Nord, Karyn Smith, Scott Preston, and Kathleen Lorenz, also present were City Manager Pamela Reece, Assistant City Manager Eric Hanson, Corporation Counsel Brian Day, and Town Clerk Angie Huonker.

ABSENT: None.

3. PLEDGE OF ALLEGIANCE:

Mayor Koos led the Pledge of Allegiance to the Flag.

4. PUBLIC COMMENT:

There was no Public Comment.

5. OMNIBUS VOTE AGENDA:

Mayor Koos read aloud the items to be considered by the Omnibus Vote Agenda.

A. APPROVAL OF THE MINUTES OF THE PUBLIC HEARING OF MARCH 21, 2022. APPROVAL OF THE MINUTES OF THE REGULAR COUNCIL MEETING OF MARCH 21, 2022:

B. REPORT TO RECEIVE AND FILE TOWN OF NORMAL EXPENDITURES FOR PAYMENT AS OF MARCH 30, 2022:

C. RESOLUTION AUTHORIZING EXECUTION OF AN INTERGOVERNMENTAL AGREEMENT WITH MCLEAN COUNTY FOR ANIMAL SHELTER SERVICES: Resolution 5975:

D. RESOLUTION AUTHORIZING THE EXECUTION OF AN INTERGOVERNMENTAL AGREEMENT WITH MCLEAN COUNTY FOR ANIMAL WARDEN SERVICES: Resolution 5976:

There were no items removed from the Omnibus Vote Agenda.

MOTION:

Councilmember McCarthy moved, seconded by Councilmember Cummings, the Council Approval of the Omnibus Vote Agenda.

AYES: Lorenz, Nord, Smith, Cummings, Preston, McCarthy, Koos.

NAYS: None.

Motion declared carried.

Items A, B, C, and D were approved by the Omnibus Vote.

6. ITEMS REMOVED FROM OMNIBUS VOTE AGENDA:

There were no items removed from the Omnibus Vote Agenda.

GENERAL ORDERS:

There were no General Orders.

NEW BUSINESS:

7. PRESENTATION BY MCLEAN COUNTY ON THE MENTAL HEALTH ACTION PLAN:

City Manager Pamela Reece introduced McLean County Board Chairman John McIntyre and McLean County Administrator Cassy Taylor to speak on the Behavioral Health Action Plan.

Mr. McIntyre spoke on the history of the program and provided a brief overview of the 2022 Intergovernmental report.

Ms. Taylor reviewed the four key areas in which spending is divided; integrated case management, behavioral health services, building debt service, and criminal justice services. Ms. Taylor shared details on a few programs in progress, specifically mentioning the Bridge Academy, FUSE, and the Triage Center. Ms. Taylor highlighted ways that they evaluate the different priorities that use these shared funds.

Following the Presentation, Councilmembers discussed funding, triage center staffing, referral sources, and program details.

8. PUBLIC COMMENTS:

Jimmy Holmes, ISU student, spoke on his concerns regarding pedestrian crossing at the intersection of College Avenue and School Street.

9. CONCERNS:

There were no Concerns.

10. MOTION TO ADJOURN TO EXECUTIVE SESSION:

There being no further business to come before the Council, Mayor Koos called for a Motion to Adjourn the Regular Meeting of the Normal Town Council to Executive Session to discuss personnel matters as allowed under 5 ILCS 120/2(c)(1).

MOTION:

Councilmember Cummings moved, seconded by Councilmember Smith the Council Accept a Motion to Adjourn the Regular Meeting of the Normal Town Council to Executive Session.

AYES: Nord, Smith, Cummings, Preston, McCarthy, Lorenz, Koos.

NAYS: None.

Motion declared carried.

Mayor Koos adjourned the Regular Meeting of the Normal Town Council to Executive Session at 8:13 p.m., Monday, April 4, 2022.
