City of Fairbury City Council met May 18.

Here are the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order at 6:38 p.m.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton, Jon Kinate, Bruce Weber, Gerald Hoffman, James Tipton and Bill Schmidgall.

3. Pledge of Allegiance

4. Motion to approve the Consent Agenda – Motion by Kinate, second by Hoselton to approve the following items on the Consent Agenda:

A. Minutes from the May 4, 2022, council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. 107 N 7th St – 337.50 sq ft @ $2.50 per sq ft = $843.75

F. Overtime Report

Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

⮚ Jim Munz presented Brian J Munz scholarship awards to Zachary Dylan Bee, Brianne Arlene Edelman, Kylie Ann Bazzell and Sheldon Michael Riedel

⮚ Ashley Snearly asked the council to consider increasing the sidewalk cost-share for her recently approved sidewalk if the amendment is approved later this evening; the council agreed to the greater amount if the ordinance amending the amount is approved

6. Reports of Departments

→ Streets & Fire – Martin Steidinger, Superintendent & Fire Chief reported

• The concrete saw blew up and is not repairable. A replacement will be approximately $1,500-$2,000

• He will be getting quotes for a new generator

→ Sewer – Brad Duncan, Superintendent – no report

→ Water – Mike Mellott, Superintendent – no report

→ Police – Robert McCormick, Chief – no report

→ City – Brett Ashburn, Superintendent reported

• Showed the council the new golf cart signs that will be installed on Rt 24 indicating no golf carts are allowed on roadway

→ Legal – Steven Mann, City Attorney – no report

7. Reports of Aldermen

→ Alderman Norris – no report

→ Alderman Endres – no report

→ Alderman Hoselton reported a concern about the long grass at Family Dollar

→ Alderman Kinate received the same concern as Alderman Hoselton

→ Alderman Weber – no report

→ Alderman Hoffman – no report

→ Alderman Tipton received a request from the family of Carol Aberle who would like to donate a memorial bench in Carol’s memory

→ Alderman Schmidgall – no report

10. New Business – Discussion/Action Items

A. Motion by Weber, second by Kinate to approve an ordinance amending Chapter 13, Section .05 in relation to parking motor homes, trailers and boats; prior to the voice vote, Alderman Weber withdrew his motion and Alderman Kinate withdrew his second. The agenda item was TABLED.

B. Motion by Endres, second by Hoselton to approve Resolution #2022-5-18 setting the amount of city payment for sidewalks and commercial parking areas to $2.50 per sq ft. Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

C. Motion by Hoselton, second by Hoffman to approve a garbage and recycling proposal from GFL for residential garbage. Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

D. Motion by Weber, second by Kinate to approve maintenance costs for the dump body on the Western Star dump truck in the amount of $2,200. Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

E. Motion by Hoffman, second by Norris to approve replacing the pump at the Water Treatment Plant at a cost of $33,200.80. Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

F. Motion by Schmidgall, second by Kinate to approve a quote in the amount of $9,540 from Kafer Tiling to assist with the sewer main replacement in the north alley of W Locust Street between 3rd & 2nd Streets. Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

13. Motion by Kinate, second by Schmidgall to enter Executive Session at 7:35 p.m. Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

LITIGATION – Section 2(c)(11) – Pending, probable or imminent litigation. Probable or imminent litigation requires specific finding to that effect in closed session minutes.

COLLECTIVE BARGAINING – Section 2(c)2 – Collective negotiating matters and deliberations concerning salary schedules.

Motion by Weber, second by Kinate to enter Open Session at 8:08 p.m. Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

ACTION FROM EXECUTIVE SESSION

10. G. Motion by Hoselton, second by Schmidgall to approve a Collective Bargaining Agreement between the City of Fairbury and iCOPS. Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

14. Adjournment – Motion by Kinate, second by Hoselton to adjourn at 8:09 p.m.
