Village of Heyworth Board of Trustees met Oct 6.

Meeting Called To Order by Mayor Zalucha at 6:30pm.

Roll Call: A Quorum of the Village Board was present during the following roll call of Trustees taken by the Village Clerk:

REPORT FROM THE MAYOR:

Mayor Zalucha reported attending the McLean County Mayor’s Association. The chair has been doing a great job getting information for the mayors. Brad Cole from IML attended this meeting.

Reported there will be an executive session tonight.

REPORT FROM CLERK - STACY SHOEMAKER:

Clerk Shoemaker read the public meeting announcement for the proposed second amendment to the Heyworth TIF District VI.

Trustee Brown entered the meeting at 6:34pm.

REPORT FROM OFFICE MANAGER-STACY SHOEMAKER:

No report.

REPORT FROM CHIEF GERIETS:

Chief Geriets reported he will have the police activity report at the next meeting.

Discussed the damage at the Heyworth library parking lot.

Reported on a truck doing doughnuts on private party. We have contacted the necessary people in both cases. Brian Vollmer works hard and starts the ball rolling on identifying people from the camera.

REPORT FROM CODE COMPLIANCE-DAVE SHAFER:

David Shafer reported nine new permits issued since the last meeting. To date we have issued 37 permits. Reported we have issued one stop work order for work being done without a permit.

Reported completing two final inspections.

Reported two code violation letters were sent out for various violations.

Reported we are currently going through a building code audit by Verisk.

REPORT FROM PUBLIC WORKS -DAVID SHAFER:

Water:

David Shafer the staff has begun working on the Water Main replacement on Karr Street. Reported the pump for Well #1 should be delivered in early November.

Reported staff is working through a corrosion problem affecting valve bonnet bolts.

Sewer:

Reported the dosing tank pumps controls have been finished. The Ameren rebate should be arriving in the next few weeks.

Reported the flow meters have been re-calibrated.

Reported aerator #5 needs to have the motor pulled and re-wound.

Parks:

Reported the preliminary structural evaluation of the trestle was completed last week, we should have the report in a few weeks.

Reported the splash park is closed for the season.

Reported we have closed the handicapped stall at the concession stand bathrooms due to a leak and mold. Equipment & Staff:

Reported we extended an offer to a potential water-sewer supervisor, we hope to hear from him next week. Reported that on October 4th the Village hosted a Utility Locator sponsored by JULIE and Staking University, roughly 27 people attended including four from the Village of Heyworth.

Reported working on proposal review for the 2520 replacement.

Reported we have completed a number of security posture improvements to our IT system.

REPORT FROM ENGINEER-DAVID SHAFER:

David Shafer reported the Final Plat for 101 E Cleveland has been recorded and is complete. Reported the Final Plat for Prairie View at Heyworth should have been submitted for recording today as the transaction closed.

Reported on the 2020 water main replacement. The IEPA is completing its legal review of the project. We expect to issue a formal notice of award in the next two weeks.

Reported on the 2022 Karr Street Project and will likely bid the storm sewer in late October and the roadway in January.

REPORT FROM TREASURER SUE GILPIN:

Absent.

REPORT FROM BUDGET OFFICER-GEOFF DODDS:

Geoff Dodds nothing to report.

REPORT FROM ADMINISTRATOR-GEOFF DODDS:

Geoff Dodds reported on COVID-19 and the CDC amendments to the guidelines.

Reported having conversation with Matt Parson, the President of First State Bank of Bloomington about some status updates with Prairie Meadows. He asked for the Village to determine how much or what percentage the Village could repay the loan discussed for Prairie Meadows improvements.

Reported receiving notice that Prairie View closed today.

Reported another section of the Elmwood Crossing strip center appears to have been leased and it appears there may be one unit remaining. We anticipate action items related to Groots Farm LLC TIF redevelopment agreement related to R3 residential development and potentially on their share of administration costs. Reported payment was prepared for the BDD Reimbursement for Heyworth Liquors.

Reported there is an action item on the agenda tonight that extends the estimated dates of completion for TIF I Plans and Projects.

Reported on the OSLAD grant. We contacted Gametime about the playground equipment and they stated there is a 24% discount on playground sets and a 6-16% discount for individual playground equipment for government entities.

Reported we are currently working on the ITEP grant application.

Reported Pavlov continues installation in town.

Reported there is an Ordinance on tonight’s agenda to adopt the Information Technology and Security Policies and Plans.

Reported the proposed revised Centennial Park Intergovernmental Agreement is on the agenda for approval tonight.

In new business we will be discussing the following topics:

The reimbursement amounts for lodging and meals.

Caps on Administrative Costs in TIF Agreements.

Tax Levy.

Geoff Dodds reviewed the action items on the agenda for tonight.

Reported on the items that will be on the next regularly scheduled board meeting agenda.

REPORT FROM ATTORNEY-GEOFF DODDS:

Geoff Dodds discussed with the board the tax levy and the truth and taxation and the laws surrounding it.

ED&P-TRUSTEE GIRDLER:

Trustee Girdler reported having a committee meeting last night.

The committee discussed the following:

Discussed Groots.

Discussed the TIF guidelines for the future.

Discussed the development conversations and access roads.

Discussed the building codes, and there needs to be updates.

Discussed the growth is very positive for Heyworth.

HR-PR-TRUSTEE BROWN:

2022-56 (Girdler, Sheppard) Ordinance amending the estimated dates of completion of the Heyworth Tax Increment Financing (TIF) District I Redevelopment Project Area, Plan and Projects. 5-yes.0-no. [Motion Carried] Table (Lauterberg, Strunk) Ordinance approving and authorizing the execution of a Second Amendment to the TIF Redevelopment Agreement by and between Village of Heyworth, McLean County, Illinois and Groots Farm, LLC. All aye. [Motion Carried]

2022-45 (Girdler, Sheppard) Resolution authorizing increased training and travel allocations for Village of Heyworth employees. 5-yes.0-no. [Motion Carried]

2022-46 (Sheppard, Lauterberg) Resolution approving a Special Event Permit to the Heyworth Christmas Committee for use of public property of the Village of Heyworth on November 13, 2022. 5-yes.0-no. [Motion Carried]

2022-47 (Lauterberg, Sheppard) Resolution approving a Special Event Permit to the Randolph Township Fire Protection District for use of public property of the Village of Heyworth on October 30, 2022. 5-yes.0-no. [Motion Carried]

Table (Strunk, Girdler) Resolution approving a Livestock Permit for chickens at 107 W Clarke Street in the Village of Heyworth. All aye. [Motion Carried]

David Shafer found the restrictive covenants for that subdivision and it does not allow them, recommending denial. Fail (Sheppard, Strunk) Resolution approving a Livestock Permit for chickens at 700 W Randolph Street in the Village of Heyworth. 0-yes. 5-no. [Motion Failed]

PARKS & INFRUSTRUCTURE-TRUSTEE FLUBACKER:

Trustee Flubacker reported having a committee meeting last week.

Discussed a grant available for 24% discount through Game Time. Will have a resolution at the next meeting. Discussed the work being done at the Centennial Park concession stand. There will need to be an action item for it. Discussed the water main on Buchanan Street.

Will have a parks committee meeting on the 12that 3:20pm.

2022-57 (Girdler, Flubacker) Ordinance approving and amended Intergovernmental Agreement by and between the Village of Heyworth, the Heyworth Youth Summer League, and the Heyworth Community School District #4 for usage and responsibilities at the Village of Heyworth Centennial Park. 6-yes. 0-no. [Motion Carried]

Motion (Girdler, Lauterberg) to enter executive session at 7:37 p.m. for appointment, employment, compensation discipline performance or dismissal of an employee and security procedures. 6-yes. 0-no. [Motion Carried] Clerk was excused from executive session at 7:55pm.

ACTION ITEMS:

2022-58 (Girdler, Sheppard) Ordinance adopting information technology and security policies for the Village of Heyworth. 6-yes.0-no. [Motion Carried]

2022-59 (Lauterberg, Strunk) Ordinance approving additional compensation for employees of the Village of Heyworth Public Works Department. 6-yes.0-no. [Motion Carried]

New Business:

Attorney Dodds discussed the maximum reimbursement for travel and stay and is asking to increase meals to $100. The board agrees to up the allotment.

Discussed the TIF costs with Jacob & Klein and Groots costs.

Discussed the tax levy. Attorney Dodds gave the board a draft to review. Also informed the board a decision will need to be made by October 20th if we need to do a truth and taxation.

Discussed a business owner on Buchanan Street. The committee’s recommendation is to grant a waiver to this business owner. Recommending the breach of contract with the citizen that was to purchase the material to install a water main. Discussion on if a letter needs to be sent.
