McLean County Property Committee met Nov. 3.

Here are the minutes provided by the committee:

The Property Committee of the McLean County Board met on Thursday, November 3, 2022, at 4:00 p.m. in Room 400 of the Government Center Building, 115 E. Washington Street, Bloomington, Illinois.

Members Present: Chair Josh Barnett; Members Elizabeth Johnston, Jim Rogal, Lea Cline, Shayna Watchinski and Val Laymon

Members Absent: Member Lyndsay Bloomfield

Other Members Present: None

Staff Present: Cassy Taylor, County Administrator; Cathy Dreyer, Assistant County Administrator; Anthony Grant, Assistant County Administrator; Taylor Williams, Assistant State’s Attorney; Julie Morlock, Recording Secretary

Department Heads/Elected Officials Present: Tim Daugherty, Facilities Management Director Others Present: None

Chair Barnett called the meeting to order at 4:00 p.m. and declared a quorum.

Chair Barnett presented for approval the consent agenda which included minutes from the October 6, 2022, regular meeting, bills in the amount of $5,225,220.30 

Motion by Cline/Watchinski to approve the Consent Agenda including minutes from the October 6, 2022, regular meeting, as well as bills in the amount of $5,225,220.30.

Motion Carried.

Chair Barnett confirmed with Ms. Taylor there were no appearances by members of the public or County employees.

Chairman Barnett noted Mr. Mike Steffa, Director Parks and Recreation Department was not present but his monthly report was in the packet. Ms. Taylor provided the Committee with an update on the road project at the park. Ms. Laymon asked if there were any challenges with the temporary road. Ms. Taylor indicated there were some issues with campers whose rental locations were affected by the project and refunds given to those campers. Ms. Laymon thanked them for the work. Mr. Barnett indicated Mr. Steffa had difficulty hiring life guards and asked if he was planning to try to hire lifeguards next year. Ms. Taylor indicated he budgeted for and plans to try to recruit lifeguards next year, as they want to be able to provide that service to campers and the community. Chair Barnett asked if there were any further questions; hearing none he moved to the next item on the agenda.

Mr. Tim Daugherty, Facilities Management Director presented his monthly report. Ms. Laymon thanked him for the visual aids provided with his report. Chair Barnett asked if there were any further comments or questions; hearing none, he thanked him.

Cassy Taylor, County Administrator, presented for action a request to approve the Fiscal Year 2023 Recommended Budget for the PBC Lease Fund 0161 including the Law and Justice Building Department 0045, the Law & Justice Building Program 0050 and the Government Building Department 0115, Government Center Program 0115.

Motion by Watchinski/Cline to recommend approval of the Fiscal Year 2023 Recommended Budget for the PBC Lease Fund 0161 including the Law and Justice Building Department 0045, Law & Justice Building Program 0050 and the Government Building Department 0115, Government Center Program 0115.

Motion Carried.

Ms. Cassy Taylor, County Administrator presented for action a request to approve the Fiscal Year 2023 Recommended Budget for the PBC Rent/O&M Fund 0162 including the Facilities Maintenance Department 0041, the Juvenile Detention Program 0022; the Facilities Maintenance Department 0041, Courthouse Program 0049; the Facilities Maintenance Department 0041, Animal Control Program 0065; the Law & Justice Building Department 0045, Law & Justice Building Program 0050; and the Government Building Department 0115, Government Center Program 0115.

Motion by Cline/Rogal to recommend approval of the Fiscal Year 2023 Recommended Budget for the PBC Rent/O&M Fund 0162 including the Facilities Maintenance Department 0041, the Juvenile Detention Program 0022; the Facilities Maintenance Department 0041, Courthouse Program 0049; the Facilities Maintenance Department 0041, Animal Control Program 0065; the Law & Justice Building Department 0045, Law & Justice Building Program 0050; and the Government Building Department 0115, Government Center Program 0115.

Motion Carried.

Ms. Taylor presented for action a request to approve an Emergency Appropriation Ordinance Amending the McLean County Fiscal Year 2022 Combined Annual Appropriation and Budget Ordinance for the McLean County Old Courthouse plaster work.

Motion by Johnston/Laymon to recommend approval of an Emergency Appropriation Ordinance Amending the McLean County Fiscal Year 2022 Combined Annual Appropriation and Budget Ordinance for the McLean County Old Courthouse plaster work

Motion Carried.

Ms. Taylor presented the Third Quarter Budget Update. Chairman Barnett asked if there were any questions regarding the update; hearing none, he thanked her.

Under other business Ms. Cline asked if there had been any updates on the memorial event at the old courthouse this weekend since rain was in the forecast. Ms. Taylor indicated that they had not been provided with an update.

Chair Barnett asked if there was any other business to come before the Committee; hearing none, he adjourned the meeting at 4:16 p.m.
