City of Pontiac City Council met Nov. 7.

Here are the minutes provided by the council:

The regular meeting of the Pontiac City Council was held on November 7, 2022. Mayor Alvey called to order the meeting of the City Council at 7:00 P.M.

The City Clerk was directed to call roll, and the following members of the Council were present: Giovanini, Eckhoff, Lee, Hicks, Bradshaw, Clark, Gabor and Wille.

Absent: Barr and Kallas

MEETING OF THE PONTIAC CIVIC CENTER AUTHORITY

Mayor Alvey asked that the record show the same Aldermen present for this meeting as are present for the regular Council meeting: Giovanini, Eckhoff, Lee, Hicks, Bradshaw, Clark, Gabor and Wille.

Mayor Alvey asked if there was any business to come before the Civic Center Board this evening. Hearing none, he declared the meeting closed.

PRESENTATION - COMMUNITY ENRICHMENT

Liz Vincent recognized Don Schlosser as a City Trolley Driver since 2012. He will be retiring at the end of 2022. She noted his commitment to the job, shared some stories and thanked him on behalf of the City. Don was presented a Certificate of Appreciation.

CONSENT AGENDA

Mayor Alvey stated that there were two items on the consent agenda. He asked if there were any items that needed to be removed for later discussion. Hearing none, motion made by Hicks, second by Eckhoff that the items on the consent agenda be approved as presented.

A. Motion by Hicks, second by Eckhoff to approve the minutes of the October 17, 2022 as written. On a roll call vote, motion carried 8-0. Aye votes recorded: Giovanini, Eckhoff, Lee, Hicks, Bradshaw, Clark, Gabor and Wille.

B. Motion by Hicks, second by Eckhoff to approve the payment of bills totaling $593,335.29 from all funds. On a roll call vote, motion carried 8-0. Aye votes recorded: Giovanini, Eckhoff, Lee, Hicks, Bradshaw, Clark, Gabor and Wille.

REGULAR AGENDA

A. Presentation - Vermillion Plaza Business District

Representative of Country Holding 5 LLC noted that as of June 2022 they now own the K-Mart Plaza. He explained that they have done extensive roof repair and are planning more improvements and marketing for new tenants.

B. Ordinance 2022-0-023 - Acuisition of 222 E. Timber St.

Motion by Gabor, second by Wille to approve Ordinance 2022-0-023, an ordinance approving the acquisition of real estate at 222 E. Timber St. by way of accepting and recording deed, as written. The property is in disrepair and will be demolished.

On a roll call vote, motion carried 8-0. Aye votes recorded: Giovanini, Eckhoff, Lee, Hicks, Bradshaw, Clark, Gabor and Wille.

C. Ordinance 2022-0-024 Approving Corporate Hanger Land Lease

Motion by Eckhoff, second by Bradshaw to approve Ordinance 2022-0-024, an Ordinance approving the land lease of City Airport property with Pontiac Flying Service, LLC. as written. On a roll call vote, motion carried 8-0. Aye votes recorded: Giovanini, Eckhoff, Lee, Hicks, Bradshaw, Clark, Gabor and Wille.

D. Approval - Change Order #10 Wastewater Treatment Project

Motion by Giovanini, second by Gabor to approve Change Order #10 for the Wastewater Treatment Plant project in the amont of $69,082.00. On a roll call vote, motion carried 8-0. Aye votes recorded: Giovanini, Eckhoff, Lee, Hicks, Bradshaw, Clark, Gabor and Wille.

G. Purchase Police K-9

Motion by Wille, second by Lee to approve the purchase of a K-9, Deebo from the Bloomington Police Department at a cost of $10,000.00 with States Attorney, Randy Yedinak pledging $5,000.00 towards the purchase. On a roll call vote, motion carried 8-0. Aye votes recorded: Giovanini, Eckhoff, Lee, Hicks, Bradshaw, Clark, Gabor and Wille.

H. Airport Insurance Renewal

Motion by Eckhoff, second by Bradshaw to approve the renewal of liability insurance at the City Airport from Old Republic Insurance Co at no rate increase. On a roll call vote, motion carried 8- 0. Aye votes recorded: Giovanini, Eckhoff, Lee, Hicks, Bradshaw, Clark, Gabor and Wille.

Mayor Comments

Mayor Alvey reminded everyone to vote and the month of November will be busy for the City, including the "Light Up Parade" and tree lighting the day after Thanksgiving.

Administrator Comments

Jim Woolford along with Taylor Baxter, noted that Fall Feast was very well attended and all seemed to go well. Jim set a Committee of the Whole on November 15, 2022 at 5:00 P.M. at City Hall.
