Village of Heyworth Board of Trustees met Dec. 1.

Here are the minutes provided by the board:

Meeting Called To Order by Mayor Zalucha at 6:32pm.

Roll Call: A Quorum of the Village Board was present during the following roll call of Trustees taken by the Village Clerk:

REPORT FROM THE MAYOR:

Mayor Zalucha hoped everyone had a great Thanksgiving.

Reported we do have a potential for executive session.

REPORT FROM CLERK - STACY SHOEMAKER:

No report.

REPORT FROM OFFICE MANAGER-STACY SHOEMAKER:

No report.

REPORT FROM CHIEF GERIETS:

Deputy Chief Jones reported the chief will have a report at the next meeting.

Reported Susan Cameron gave a donation for our lock out kits and they were ordered today.

REPORT FROM CODE COMPLIANCE-DAVE SHAFER:

David Shafer reported there have been no new permit issued since the last meeting.

Reported the 2021 I-Code Adoption; I have drafted language for amendments to the 2021 Codes to be approved as part of the adoption process.

Reported two code violation letters were sent out for various violations, one the two have been achieved.

REPORT FROM PUBLIC WORKS -DAVID SHAFER:

Water:

David Shafer the water main replacement on Karr Street is nearing completion. Once testing is complete, we will begin transferring water services.

Reported water usage remains slightly elevated, and staff is looking for a leak somewhere in the system. Parks:

Reported the holiday decorations are all up. We are having problems again this year with juveniles damaging the decorations and lights.

MFT and Streets:

Reported leaf collection work continues, it appears that one more pass-through town will get the majority of them.

Equipment & Staff:

Reported we had an employee resign and we have advertised and began interviewing candidates.

REPORT FROM ENGINEER-DAVID SHAFER:

David Shafer reported the Dollar General sewer passed inspection. Communication has been had with the developer about the required dedication documents and reduction in the bond to the 15%. Reported we have been advised of a potential subdivision of the Danny Davis Estate.

Reported all the revised information has been sent to the IEPA for the 2020 water main replacement project. No word yet on the date of the loan issuance.

Reported on the 2022 Karr Street Project and finalizing schedules with the engineer tomorrow.

REPORT FROM TREASURER:

No report.

REPORT FROM BUDGET OFFICER-GEOFF DODDS:

Geoff Dodds reported we have the proposed FY 2023 amended budget on the agenda tonight. Reported continuing to explore potential amendments to the 5-year budget based on changes that have been approved or proposed.

REPORT FROM ADMINISTRATOR-GEOFF DODDS:

Geoff Dodds reported on COVID-19 and the CDC amendments to the guidelines.

Reported we have not received executed revised redevelopment agreements from Groots Farm LLC that were recently approved.

Reported Pavlov continues installation in town.

Reported we recently received applications for fiber optic installations from Frontier for much of the community. Reported we should be all set to adopt the tax levy at our December 15th meeting.

Reported we continue to interview candidates for a public works position, as well as have advertised the Treasurer position.

Geoff Dodds reviewed the action items on the agenda for tonight.

Reported on the items that will be on the next regularly scheduled board meeting agenda.

Attorney Dodds reviewed the audit with the board members.

2022-52 (Lauterberg, Strunk) Resolution adopting a schedule of meetings for the Village Board of Heyworth for the 2023 Calendar Year. 5-yes. 0-no. [Motion Carried]

2022-53 (Girdler, Strunk) Resolution adopting a schedule of meetings for the Village Committees of the Village of Heyworth for the 2023 Calendar Year. 5-yes.0-no. [Motion Carried]
