McLean County Board met Dec. 5.

The McLean County Board met on Monday, December 5, 2022, at 8:30 am in Room 400 of Government Center, 115 East Washington Street, Bloomington, Illinois. The Honorable Rebecca S. Foley swore the County Board Members into office. Member McIntyre led the invocation followed by the Pledge of Allegiance and the Roll Call.
The Following Members answered to roll call:
Members, Adam Reeves, Jim Rogal, Natalie Roseman-Mendoza, Susan Schafer, James Soeldner, Geoff Thompkins, Krystal Able, Jack Abraham, Corey Beirne, Jeanne Biles, Beverly Bell, Lyndsay Bloomfield, Lea Cline, Chuck Erickson, William John Friedrich, Elizabeth Johnston, Val Layman, Catherine Metsker, and John McIntyre
Member George Wendt joined the meeting at 8:49 am. 20 Members present
Nomination Temporary Chairman
Election of Temporary Chairman of the County Board, County Clerk Kathy Michael. Clerk Michael asked for nominations from the Members, for Temporary Chairman. Member Metsker nominated Susan Schafer. Member Bloomfield seconded the motion. Member Schafer motioned to close the nominations; Susan Schafer was nominated to serve as Temporary Chairman. Clerk Michael asked for any other nominations. There being none. On a roll call vote of 19-0, Member Schafer was elected Temporary Chairman of the McLean County Board and began conducting the remaining County Board meeting process.
Nomination and Election of the Chairman of the County Board
Member Schafer asked for nominations for County Board Chairman. Member Friedrich nominated Member John McIntyre. Member Metsker seconded the motion. Member Friedrich motioned to close the nominations, seconded by Member Soeldner. There followed Roll call Vote. On a vote of 19-1, Member McIntyre was re-elected as McLean County Board Chairman.
Nomination and Election of the Vice Chairman
Chairman McIntyre asked for nominations for the election of the Vice-Chairman. Member Laymon nominated Elizabeth Johnston. Member Beirne seconded the motion. On a roll call vote of 19-0, Member Johnston was elected as McLean County Board Vice Chairman of the County Board.
Drawing of Lots for Board Member Terms of Office
Chairman McIntyre motioned for Ms. Morlock to come to the front to draw for the Terms of Office. Two Members representing each District drew for Terms of Office. The terms of office are as follows:
District #1 Catherine Metsker= 4 years
Adam Reeves= 2 years
District #2 William John Friedrich = 4 years
James Soeldner = 2 years
District #3 Lyndsay Bloomfield = 4 years
George Wendt = 2 years
District #4 Krystal Able = 4 years
Jim Rogel = 2 years
District #5 John McIntyre = 4 years
Elizabeth Johnston = 2 years
District #6 Beverly Bell = 4 years
Jack Abraham = 2 years
District #7 Geoff Tompkins = 4 years
Val Laymon = 2 years
District #8 Lea Cline = 4 years
Jeanne Biles = 2 years
District #9 Natalie Rosemann-Mendoza = 4 years
Susan Schafer = 2 years
District #10 Corey Beirne = 4 years
Chuck Erickson = 2 years
Members Johnston and Friedrich moved that the County Board Request approval of a Resolution to Approve and Continue the Rules of the McLean County Board as contained within Chapter 20 of the Mclean County Code. The Rules were distributed. Members recessed for a few minutes to review them. Clerk Michael shows all Members with 1 opposed vote present voting in favor of the Motion. Motion passed.

Member Erickson added his comments to text amendments. (Refer to audio)
Members Cline/Erickson moved that the County Board Request approval of a Resolution Approving the Chairman's Appointments to the Standing Committees, Subcommittees, and the Liquor Control Commission. These appointments were distributed. Clerk Michael shows all Members with 1 opposed vote present voting in favor of the Motion. Motion carried.
Chairman McIntyre made a few announcements. He wanted the members to be aware of the upcoming meetings for this Month. They are as follows:
December 15th next Co Board meeting
Transportation December 6th 8 am Justice December 6th 4:30 pm
Finance December 7th 4:30 pm
Chairman McIntyre spoke about what his exceptions for the Board for the upcoming year. (Refer to audio)
