City of Le Roy City Council met Dec. 5.

Here are the minutes provided by the council:

The meeting was called to order by Mayor Steve Dean at 7:00 PM at Le Roy City Hall, 207 S East Street, Le Roy. Council members present were Matt Steffen, Kyle Merkle, Patti Welander, Justin Morfey, Dawn Hanafin, Sarah Welte, Ron Legner.

Staff members present were Perry Mayer, Dan Lush, Jason Williamson, Dave Jenkins and Anita Corso.

Included on the consent agenda were Regular Meeting Minutes from November 21, 2022, invoices from November 28, 2022 in the amount of $81,917.00, and December 5, 2022 totaling $39,014.38, payroll for the period of December 5, 2022 in the amount of $ 49,293.65.

The items in the consent agenda were voted on separately.

Motion was made by Patti and seconded by Sarah for approval of the Council Meeting Minutes. Roll call: Matt Steffen-yes, Kyle Merkle-yes, Patti Welander-yes, Justin Morfey-yes, Sarah Welte-yes, Dawn Hanafin-yes and Ron Legner-yes. Motion carried 7 yeas, 0 nays.

Motion was made by Matt and seconded by Justin for approval of the invoices and payroll. Roll call: Matt Steffen-yes, Kyle Merkle-yes, Patti Welander-yes, Justin Morfey-yes, Sarah Welte yes, Dawn Hanafin-yes and Ron Legner-abstain. Motion carried 6 yeas, 0 nays, 1 abstain.

Dan reported the parade was a success. The flatbed truck was decorated well and thanks to all who helped.

Perry reported the variance frequency drives have been installed on the pumps at the plant. They help pumps run at maximum efficiency. Also the north tank and storage tank cleaning should begin this week.

ORDINANCE NO. 22-12-01-10 AN ORDINANCE LEVYING TAXES FOR CORPORATE PURPOSES FOR THE FISCAL YEAR COMMENCING ON THE FIRST DAY OF MAY, 2023 AND ENDING ON THE THIRTIETH DAY OF APRIL 2024 FOR THE CITY OF LE ROY, MCLEAN COUNTY, ILLINOIS. Motion to approve by Kyle was seconded by Matt. Discussion included how the rates remain unchanged due to the increase in EAV. Roll call: Matt Steffen-yes, Kyle Merkle-yes, Patti Welander-yes, Justin Morfey-yes, Sarah Welte-yes, Dawn Hanafin-yes and Ron Legner-yes. Motion carried 7 yeas, 0 nays.

ORDINANCE NO. 22-12-02-10 An ordinance abating the taxes heretofore levied for the year 2022 to pay debt service on $2,865,000 General Obligation Refunding Bonds (Alternate Revenue Source), Series 2016A, $2,510,000 General Obligation Bonds (Alternate Revenue Source), Series 2016B, $1,095,000 General Obligation Bonds (Alternate Revenue Source), Series 2020, and $3,440,000 General Obligation Bonds (Alternate Revenue Source), Series 2021, of the City of Le Roy, McLean County, Illinois. Motion to approve by Sarah was seconded by Patti. Roll call: Matt Steffen-yes, Kyle Merkle-yes, Patti Welander-yes, Justin Morfey-yes, Sarah Welte yes, Dawn Hanafin-yes and Ron Legner-yes. Motion carried 7 yeas, 0 nays.

In Old and New Business Dave explained the need to raise refuse rates a minimum of $2 since there has not been an increase since 2016. He also opened discussion about allowing chickens in the city limits. Discussion included rules about number allowed and no roosters. Dave will prepare an ordinance.

Dave also discussed the updates to the proposed TIF district boarders and timeline.

The Mayor asked if anyone else was getting calls about windmills. He confirmed they cannot be closer than 3 miles from city limits and reminded everyone that the City has not approved anything to change that.

The Mayor will also send a request to the Normailite newspaper that press be present at council meetings.

Motion was made by Dawn and seconded by Kyle to adjourn the regular council meeting. Roll call: Matt Steffen-yes, Kyle Merkle-yes, Patti Welander-yes, Justin Morfey-yes, Sarah Welte yes, Dawn Hanafin-yes and Ron Legner-yes. Motion carried 7 yeas, 0 nays.

Meeting was adjourned at 7:26 PM.
