REPORT FROM THE MAYOR:

Mayor Zalucha we will be having an executive session.

REPORT FROM CLERK - STACY SHOEMAKER:

No report.

REPORT FROM OFFICE MANAGER-STACY SHOEMAKER:

No report.

REPORT FROM CHIEF GERIETS:

Chief Geriets reported submitting his October and November activity report in the board’s packets.

REPORT FROM CODE COMPLIANCE-DAVE SHAFER:

David Shafer reported there have been no new permit issued since the last meeting. Have one permit pending approval.

Reported completing a final inspection for Vogel Coffee, temporary occupancy has been granted.

REPORT FROM PUBLIC WORKS -DAVID SHAFER:

Water:

David Shafer we have the surveys coming back into the office that were sent out in the water bills. Parks:

Reported we have had to replace several of the original security cameras, it appears that the age of the camera was the primary problem.

MFT and Streets:

Reported leaf collection work is completed for the season.

Equipment & Staff:

Reported we are continuing to interview candidates. The water supervisor accepted, then decided not to take the position.

REPORT FROM ENGINEER-DAVID SHAFER:

David Shafer reported there is an action item tonight waiving the plat fees and approving payment of additional plat preparation costs related to adding easements to the plat for 403-409 S Vine Street.

Reported all the revised information has been sent to the IEPA for the 2020 water main replacement project. No word yet on the date of the loan issuance.

Reported on the 2022 Karr Street Project the difficult section of storm sewer currently out for bid and bid opening will be on December 22, 2022. Then the balance of the project to advertise on January 26th with bid opening on January 31st.

REPORT FROM TREASURER:

No report.

REPORT FROM BUDGET OFFICER-GEOFF DODDS:

Geoff Dodds reported continuing to explore potential amendments to the 5-year budget based on changes that have been approved or proposed.

REPORT FROM ADMINISTRATOR-GEOFF DODDS:

Geoff Dodds reported on COVID-19 and the CDC amendments to the guidelines.

Reported we have not received executed revised redevelopment agreements from Groots Farm LLC that were recently approved.

Reported we are close to closing out TIF I and expect to be completed by the end of the year even though we extended the able to pay for projects already defined.

Reported having a JRB meeting yesterday. The JRB recommended approval of the 2nd Amendment. Reported the Tx Levy is on the agenda tonight to be adopted along with the abatements for the 2022 Bond and 2018 Bond.

Reported we have some matters to discuss in executive session.

Discussed he job description of the water and sewer supervisor.

Geoff Dodds reviewed the action items on the agenda for tonight.

Reported on the items that will be on the next regularly scheduled board meeting agenda.

Reported having a committee meeting on December 8th to approve prior meeting minutes.

ED&P-TRUSTEE GIRDLER:

Absent. Geoff Dodds reported the ED&P had a committee meeting and discussed TIF and plat fees. OLD BUSINESS:
