City of Le Roy City Council met June 19

City of Le Roy City Council met June 19.

Here are the minutes provided by the council:

The meeting was called to order by Mayor Steve Dean at 7:00 PM at Le Roy City Hall, 207 S East Street, Le Roy. Council members present were Matt Steffen, Kelly Lay, Dawn Hanafin, Ron Legner, Patti Welander, Justin Morfey, and Kyle Merkle.

Staff members present were Scott Bryant, Jason Williamson, Dan Lush, Dave Jenkins, Brad Frankovich and Anita Corso.

Included on the consent agenda were Regular Meeting Minutes from May 15, 2023, invoices from 6/5/2023 totaling $202,602.69, invoices from 6/19/2023 totaling $ 110,383.74, payroll for the period of 5/19/2023 in the amount of $46,106.79, payroll for the period of 6/2/2023 in the amount of $49,481.20, and payroll for the period of 6/16/2023 in the amount of $ 54,085.70.

The items in the consent agenda were voted on separately.

Motion was made by Patti and seconded by Kelly for approval of the Council Meeting Minutes. Roll call: Matt Steffen-yes, Kelly Lay-yes, Dawn Hanafin-yes, Patti Welander-yes, Ron Legner-yes, Justin Morfey yes, Kyle Merkle-abstain. Motion carried 6 yeas, 0 nays, 1 abstain.

Motion was made by Matt and seconded by Justin for approval of the invoices and payroll. Roll call: Matt Steffen-yes, Kelly Lay-yes, Dawn Hanafin -abstain, Patti Welander-yes, Ron Legner- abstain, Justin Morfey-yes, Kyle Merkle-yes. Motion carried 5 yeas, 0 nays, 2 abstain.

Staff Reports: Scott reported hail damage was found on the sewer plant and a morton storage building and the insurance is looking at the situation. Also, the vactor truck needs repairs including a $5,000 hose. The meeting with the engineer regarding the clarifier will be June 21, 2023.

Dan reported the graffiti at Howard Virgin has been cleaned up, the Bowman Park sign has arrived and will be installed this week.

Dave gave an overview of the current water issues since Perry was not at the meeting. He reviewed the next steps being taken to resolve the problem. An engineer is being called in to help evaluate and offer suggestions. The EPA suggested flushing hydrants in both spring and fall. Pricing is being checked for an automatic flushing hydrant for the dog park which is the end of the line.

Regarding the request from Diamon Grove Wind, LLC, a motion was made by Justin and seconded by Matt to maintain the 1.5 mile zone free of wind turbines. Discussion included comments over concern for the city’s future growth if allow the turbines any closer. Roll call: Matt Steffen-yes, Kelly Lay-yes, Dawn Hanafin-yes, Patti Welander-yes, Ron Legner-yes, Justin Morfey-yes, Kyle Merkle-yes. Motion carried 7 yeas, 0 nays.

Motion made by Patti was seconded by Kelly for approval of the Terms of Use for City Social Media Sites. Discussion was positive comments for the terms of use. Roll call: Matt Steffen-yes, Kelly Lay-yes, Dawn Hanafin-yes, Patti Welander-yes, Ron Legner-yes, Justin Morfey-yes, Kyle Merkle-yes. Motion carried 7 yeas, 0 nays.

Motion by Kelly was seconded by Kyle for approval of the Christian Motorcycle Association’s request for downtown street closures as described within aerial overview dated 6/19/23. Dave explained it’s the same streets as last year. Roll call: Matt Steffen-yes, Kelly Lay-yes, Dawn Hanafin-yes, Patti Welander yes, Ron Legner-yes, Justin Morfey-yes, Kyle Merkle-yes. Motion carried 7 yeas, 0 nays.

Patti made a motion, seconded by Kelly, to approve the Intergovernmental Agreement between the City of Le Roy and McLean County, Illinois to allow for the placement of license plate readers at specific locations within the County’s rights-of-way for the purpose of assisting with public safety and for the welfare of both City and County residents. Jason gave an overview of how the system works and answered questions regarding use. Roll call: Matt Steffen-yes, Kelly Lay-yes, Dawn Hanafin-yes, Patti Welander-yes, Ron Legner-yes, Justin Morfey-yes, Kyle Merkle-yes. Motion carried 7 yeas, 0 nays.

In Old and New Business Kelly asked about the pile of earth at the dog park. The Mayor said it’s being stored there for a county roadwork project. Kelly also offered information about solar energy for the city and would get information to Dave.

Justin will look into the USDA Community Facilities Grant.

Patti asked about the drought status. The Mayor said he talked with the fire marshal and has issued a burn ban until further notice.

Kelly asked about city-wide water conservation. Ron explained what is being monitored to determine if that step becomes necessary.

The Mayor reminded all of the July 4th Parade.

Motion was made by Kyle and seconded by Matt to adjourn the regular council meeting. Roll call Matt Steffen-yes, Kelly Lay-yes, Dawn Hanafin-yes, Patti Welander-yes, Ron Legner-yes, Justin Morfey-yes, Kyle Merkle-yes. Motion carried 7 yeas, 0 nays.
