City of Bloomington Committee of the Whole met Jan. 16.

Here is the agenda provided by the committee:

1. Call to Order

3. Recognitions/Appointments 

A. Recognition of the International City Manager's Association's High Performance Leadership Academy Graduating Class: Bloomington Cohort #2, as requested by the Administration Department. (Recommended Motion: None; Recognition only.) 

4. Public Comment 

Individuals wishing to provide emailed public comment must email comments to publiccomment@cityblm.org at least 15 minutes before the start of the meeting. Individuals wishing to speak in-person or remotely may register at www.cityblm.org/register at least 5 minutes before the start of the meeting for in  person public comment and at least 15 minutes before the start of the meeting for remote public comment. 

5. Consent Agenda 

Items listed on the Consent Agenda are approved with one motion; Items pulled by Council from the Consent Agenda for discussion are listed and voted on separately. 

A. Consideration and Action on Approving the Minutes of the November 20, 2023 Special Session City Council Meeting, as requested by the City Clerk Department. (Recommended Motion: The proposed Minutes be approved.) 

6. Regular Agenda 

A. Presentation by Chief Judge Costigan of a Summary of McLean County Criminal Justice Coordinating Council's Work Over the Last Five Years , as requested by the Administration Department. (Recommended Motion: None; Presentation only.) (Presentation by Casey Costigan, Chief Judge, 15 minutes; and City Council Discussion, 15 minutes.) 

B. Presentation and Discussion of the Proposed Downtown Streetscape Project, as requested by the Administration Department. (Recommended Motion: None; Presentation and discussion only.) (Presentation by Billy Tyus, Deputy City Manager, Mike Sewell, Project Manager from Crawford Murphy & Tilly, 15 minutes; and City Council Discussion, 15 minutes.)
