City of Le Roy City Council met Dec. 18.

Here are the minutes provided by the council:

The meeting was called to order by Mayor Steve Dean at 7:04 PM at Le Roy City Hall, 207 S East Street, Le Roy. Council members present were Matt Steffen, Ron Legner, Patti Welander, Justin Morfey, , Sarah Welte, Kyle Merkle. Dawn Hanafin and Kelly Lay were absent.

Staff members present were Dan Lush, Sean Spencer, Dave Jenkins and Anita Corso. There were no comments from the public.

Included on the consent agenda were Regular Meeting Minutes from 12/4/2023, invoices from 12/18/2023 totaling $148,393.44, payroll for the period of 12/15/2023 in the amount of $47,720.75.

The items of the consent agenda were voted on separately.

Motion was made by Patti and seconded by Sarah for approval of the Council Meeting Minutes. Roll call: Matt Steffen-yes, Patti Welander-yes, Ron Legner-yes, Kyle Merkle- yes, Sarah Welte- yes, Justin Morfey-yes. Motion carried 6 yeas, 0 nays.

Motion was made by Matt and seconded by Kyle for approval of the invoices and payroll. Roll call: Matt Steffen-yes, Patti Welander-yes, Ron Legner-yes, Kyle Merkle- yes, Sarah Welte- yes, Justin Morfey abstain. Motion carried 5 yeas, 0 nays, 1 abstain.

Staff Reports: Dan reported squirrels are still chewing on the lights holiday lights causing outages especially on the large trees. The Mayor suggested up-lighting the trees next year and possibly offering the large one to the Rockefeller Center, Daley Plaza or the Capital for next year. He also congratulated the street department for a job well done with the downtown lights.

Dave had a report from Perry. Since the 7 sites with lead service lines failed the lead / copper test again the EPA is requiring Point of Use filters for the 7 sites. Perry will deliver this week. He also emphasized the lead is not from the plant but the service lines / household fixtures. The service line inventory will need to be completed by April 2024.

Dave reported Scott is having issues with the contractor for the sewer improvements requesting delays. Dave also reported on starting another grant application.

Dave gave details about an upcoming celebration at the American Legion in February to celebrate Le Roy’s last living WWII vet ‘Pop’ Bottles 99th birthday and his 79th year as a member of Ruel Neal Post 79. The Mayor said he would issue a proclamation.

To open regular business the Mayor introduced Sean Spencer as the Code Compliance Officer. Discussion followed regarding updating City building codes to IBC 2021 and the 2020 electrical code, specifying a fee schedule, concerns over the condition of several downtown buildings – especially vacant ones and those with tenants upstairs and no active business downstairs.

Dave opened discussion of the LYB proposal for survey work at 407 Dove Avenue as described within A. “Existing Info” - totaling approximately $2,000 or B. ‘Topo of Existing Area” – totaling approximately $4,000 by describing details of the proposed options and the specific work outlined in each. Council discussion expressed concerns over setting precedence and residents’ expectations of future ditch work. Ron made a motion, seconded by Justin, to approve option B with total cost not to exceed $5,000. Roll call: Matt Steffen-yes, Patti Welander-yes, Ron Legner-yes, Kyle Merkle- yes, Sarah Welte- yes, Justin Morfey-yes. Motion carried 6 yeas, 0 nays.

Motion by Patti was seconded by Sarah to approve the Amendment to the Personnel Policy Manual, specifically Article D., Section D-7. Specifically changing the time a longevity bonus is paid to within two pay cycles of the anniversary date. Roll call: Matt Steffen-yes, Patti Welander-yes, Ron Legner-yes, Kyle Merkle- yes, Sarah Welte- yes, Justin Morfey-yes. Motion carried 6 yeas, 0 nays.

Motion by Patti to cancel the regularly schedule Council Meeting on January 2, 2024 was seconded by Kyle. Roll call: Matt Steffen-yes, Patti Welander-yes, Ron Legner-yes, Kyle Merkle- yes, Sarah Welte yes, Justin Morfey-yes. Motion carried 6 yeas, 0 nays.

In Old and New Business the Mayor announced a flower shop should be opening in time for Valentine’s Day on the northwest corner of Center and East Streets. He also commented the Downtown Stroll went well.

Congratulations went to the street department for winning Best in Show for their float in the Christmas Parade.
