City of Pontiac Infrastructure Committee met March 12.

Here are the minutes provided by the committee:

The Infrastructure Committee meeting was held on Tuesday March 12, 2024 at City Hall.

Chairman Giovanini called to order the meeting at 5:30pm

The City Administrator acted as the clerk and took roll, and the following members were present: Giovanini, Wille, Barr, Causer, Cranford and Eckhoff.

Also attending: Mayor Alvey, City Administrator Woolford, City Engineer Verdun and Streets Superintendent Brock.

Agenda

Street Program 2024-2025

The committee discussed the proposed street program. The committee recommended program would include a budget of $737,200.00 and include ITEP trail work, spray patching, sidewalk work, bridge work and hot mix asphalt on Mill St. from the bridge to Water St, Hazel St. from its north end to Indiana, North Street Alley from North to Prairie and Aerl St. from Lyon to Pearl.

Solar Farms

Discussion on the Rt. 23 setback with the committee suggesting no change to any setback requirement anywhere along Rt.23, however, specific consideration could be had case by case to vary that setback north of the I-55 interchange if development of the frontage has already occurred. The committee recommended staff for a text amendment to change the height of structures in a solar farm from 15 to 20 feet and to create guidelines for Battery Energy Storage Systems as part of a solar farm and a stand-alone special use if desired to be added on.

Façade Grants

The committee was given a status of last year's program in which time limit of 6 months has expired for grants that were awarded to 215 W. Madison, 217 W. Madison, 219 W. Madison and 221 W. Madison, and 103 N. Mill. 202 N. Main is nearing completion. There are 2 applications at this time for 24-25. The committee approval of a grant for 150 W. Madison St Livin' In Color to replace the door and windows with a project total of $33,052 and Grant total of $16,526. The committee approved a grant for Wrights Furniture for door, window and façade work outlined in their application up to the total project of $100,000 and grant total of $50,000. It was also discussed to change the program administration instead of holding applications, when 6 months expires and no work has taken place, that grantee will be notified that grant has expired and new applications may be considered subject to funding.

A. Motion by Wille second by Eckhoff to approve both façade grants total grant of $66,526.00. On a roll call vote motion carried 6-0. Aye votes recorded Barr, Giovanini, Eckhoff, Causer, Cranford, Wille.
