McLean County Zoning Board of Appeals met April 2.

Here are the minutes provided by the board:

1. CALL TO ORDER: Chair, James Finnigan called the meeting to order at 7:00 PM.

2. ROLL CALL: Secretary Philip Dick called the roll and noted the presence of a quorum as follows: James Finnigan, Michael Kuritz, Ruth Novosad, Brian Bangert, Julia Turner, Shirley Deerwester, and alternate member Steve Kerber. Member Rick Dean was absent. Also present were Darrell Mitchell, Zoning Enforcement Officer, and Taylor Williams, Assistant State’s Attorney.

3. APPROVAL OF MINUTES: Motion was made by Kuritz/Novosad to approve minutes from the February 6, 2024, Zoning Board of Appeals meeting. The minutes were approved by voice vote.

4. APPEARANCE BY MEMBERS OF THE PUBLIC: No one came forward to speak on matters not on the agenda.

5. REGULAR AGENDA:

Case SU-24-02, an application of Sam Payne in case SU-24-02 on parcel 08-25-200-012. He is requesting a special use to allow an Agricultural Tourism Facility in the A-Agriculture District in Money Creek Township at 23999 E 2200 North Rd., Lexington, IL.

Secretary Dick called the case, provided exhibits to the board, and submitted a staff report for review. He indicated that staff recommends that the proposed application meets all the standards set forth in Article VIII Section 350-56 (Standards for Special Use Permits) of the County Code, provided the activities are limited to those requested in the application and are limited to eight events per year.

Sam Payne, 23999 E 2200 North Rd., Lexington, IL appeared to give testimony and was sworn. Mr. Payne indicated that he has been working with the University of Illinois Extension office, and with teachers and principals in local school districts to set up tours for 3rd and 4th graders. He said the events would start in their classrooms by hatching chicken eggs and then bringing the baby chicks to Sam’s Farm. He said the children would be able to experience what farm life is like by seeing and touching horses, goats, and chickens. Mr. Payne indicated that they would also be able to sit on old tractors and see him demonstrate the use of antique farm machinery to process food for farm animals.

Motion was made by Turner/Kuritz to recommend approval of case SU-24-02 with the recommended stipulation.

The roll call vote was seven members for the motion to recommend approval, none opposed, and Member Dean was absent.

6. ADJOURNMENT: The Chair declared the meeting adjourned at 7:30 PM.
