Village of Heyworth Board of Trustees met May 16.

REPORT FROM THE MAYOR:

Mayor Zalucha wanted to recognize the Boy Scouts. Matthew Hodel discussed the Eagle Scout Project and wanting to re-do the old tennis courts for pickle ball.

Had an informal presentation for Chief Geriets regarding retirement. Meagan (Chief’s daughter) gave a presentation.

2024-34 (Mowery, Sheppard) Ordinance appointing an establishing compensation for an Interim Police Chief for the Village of Heyworth. 4-yes with Mayor Zalucha. 0-no. [Motion Carried]

Mayor reports as of May 8th Morgan Flubacker has resigned. Mayor read a statement from Morgan. Reported we will need to appoint someone for the position. The board will need to decide on committee standings as well. The intention is to appoint Morgan to the Parks Advisory Committee.

REPORT FROM CLERK - STACY SHOEMAKER:

REPORT FROM OFFICE MANAGER-STACY SHOEMAKER:

No report.

REPORT FROM CHIEF GERIETS:

Chief Geriets submitted activity reports for the police department.

Let the board know he only has 5 more days until retirement.

REPORT FROM CODE COMPLIANCE-DAVE SHAFER:

David Shafer reported on Prairie View. All structures are currently being drywalled and trimmed out. Ameren has finished installing electric lines, but gas services still need to be installed.

Reported year to date we have issued 27 permits compared to just 12 at the same time in 2023.

REPORT FROM PUBLIC WORKS -DAVID SHAFER:

David Shafer reported:

Water:

Reported CUSI is working on the upgrade of our current billing software. We have training scheduled in June and a planned transition at the end of June.

Reported currently working on our source water protection plan that is due by July 26, 2024. Reported the 2023 Consumer Confidence Report has been completed and published.

Sewer:

Reported that the draft permit renewal for the sewer plant has been issued by the IEPA for public review.

Parks:

Volunteer Park:

Reported the splash pad was turned on April 30th.

Reported the rock wall replacement has been delivered.

Reported Trustee Girdler started work on the gazebo.

Centennial Park:

Reported the playground equipment installation should be finished next week.

REPORT FROM ENGINEER-DAVID SHAFER:

Davis Shafer reported working on project closeout documents which will move us into the repayment part of the loan with the 2020 water main replacement project.

Reported receiving information from IDOT that they are not addressing the former RR track crossing area in the upcoming project.

Reported the meeting for the design for the ITEP Grant is pending approval from IDOT.

REPORT FROM TREASURER & BUDGET OFFICER:

Mayor, Geoff and Stacy will be starting interviews for this position.

REPORT FROM ADMINISTRATOR-GEOFF DODDS:

Geoff Dodds discussed a 75-25 grant and wanted to know if the board was ok with us checking into it. It would be related to the Main Street Parking Lot Project. The board is ok.

Reported Worn Again Too has executed the BDD Agreement and they expressed their appreciation to the Village Board for awarding the grant.

Heyworth Liquors has also been provided with the extended agreement and also expressed their appreciation for the extension.

Reported while working through end of year matters, we also discovered that Tequilas had not yet submitted their cost eligible expenses. There is an amended BDD Agreement extending their timeline on the agenda tonight as well.

Reported since the last board meeting, staff continue to work through the outstanding items with the Village finances. We have found some minor errors in the FY25 Budget and have been tracking what amendments need to be made.

Reported the staff continues to work on the improvements at Centennial Park. Staff are recommending that we purchase more millings from IDOT when they complete their improvements.

Reported we have a new employee in Public Works. We continue to advertise for both part-time and full-time officers.

Reported scheduling interviews for the first set next week.

Geoff Dodds reviewed the action items on the agenda for tonight.

Reported on the items that will be on the next regularly scheduled board meeting agenda. Trustee Girdler discussed a part-time seasonal person for parks.

2024-35 (Mowery, Sheppard) Ordinance approving the appointment of a Zoning Board of Appeals member to the Village of Heyworth Zoning Board of Appeals. 4-yes with Mayor Zalucha. 0-no. [Motion Carried]

2024-36 (Mowery, Sheppard) Ordinance approving and authorizing the execution of an amendment to the Business District agreement by and between the Village of Heyworth & Alejandro’s LLC. 4-yes with Mayor Zalucha. 0-no. [Motion Carried]

2024-22 (Mowery, Girdler) Resolution approving a proposal from Cloud permit for Building Inspection and Code Compliance software for the Village of Heyworth. 4-yes with Mayor Zalucha. 0-no. [Motion Carried]

New Business:

Geoff Dodds discussed a letter regarding an annexation for 30 acres near Wyndhaven Subdivision. Discussion on the old Dollar General.

David Shafer discussed a letter from IDOT with options. The board chose Option B.

Set schedule of meetings: Village Board Meeting June 6th. Parks the 22nd at 4:00pm.
