City of Le Roy City Council met Sept. 3.

Here are the minutes provided by the council:

The meeting was called to order by Mayor Pro Tem Dawn Hanafin 6:00 PM at Le Roy City Hall, 207 S East Street, Le Roy. Council members present were Matt Steffen, Justin Morfey, Ron Legner, Kyle Merkle, and Patti Welander. Kelly Lay and Sarah Welte were absent.

Staff members present were Jason Williamson, Perry Mayer, Scott Bryant, Dave Jenkins, and Anita Corso.

There were no public comments made.

Included on the consent agenda were Approval of Regular Meeting Minutes from 8/19/2024, Special Projects Committee (Committee of the Whole) meeting minutes from 8/19/2024, approval of Invoices from 9/3/24 totaling $ 95,002.32, and payroll for the period of 8/23/24 in the amount of $ 54,435.49. The items of the consent agenda were voted on separately.

Motion was made by Patti and seconded by Justin for approval of the Meeting Minutes and Committee Minutes. Roll call: Matt Steffen-yes, Ron Legner-yes, Kyle Merkle- yes, Justin Morfey-yes, Patti Welander-yes, Dawn Hanafin-yes. Motion carried 6 yeas, 0 nays.

Motion was made by Matt and seconded by Kyle for approval of the invoices and payroll. Roll call: Matt Steffen-yes, Ron Legner-abstain, Kyle Merkle- yes, Justin Morfey-yes, Patti Welander-yes, Dawn Hanafin-yes. Motion carried 5 yeas, 0 nays, 1 abstain.

Mr. Will Gray of Donohue & Associates gave a brief review of the 2025 Wastewater Treatment Plant Improvements Project. Kyle made a motion, seconded by Justin, to approve the Engineering Services Agreement for the 2025 Wastewater Treatment Plant Improvements Project from Donohue & Associates at a not-to-exceed cost of $519,300.00. Discussion reviewed the amount to include the design, EPA loan application and bid phases of the project. Roll call: Matt Steffen-yes, Ron Legner-yes, Kyle Merkle- yes, Justin Morfey-yes, Patti Welander-yes, Dawn Hanafin-yes. Motion carried 6 yeas, 0 nays.

Patti made a motion to approve the quote from Royal Blue Powerwashing totaling $11,200.00 to clean/treat both Water Tower 1 (North) and Water Tower 2 (South). Discussion compared the two companies and the two quotes. Roll call: Matt Steffen-yes, Ron Legner-yes, Kyle Merkle- yes, Justin Morfey-yes, Patti Welander-yes, Dawn Hanafin-yes. Motion carried 6 yeas, 0 nays.

Patti moved, seconded by Kyle, to table the decision regarding cleaning the Detention and Aeration Tank since the two quotes did not seem to have identical scopes of work. Roll call: Matt Steffen-yes, Ron Legner-yes, Kyle Merkle- yes, Justin Morfey-yes, Patti Welander-yes, Dawn Hanafin-yes. Motion tabled 5 yeas, 0 nays. Perry to get clarification.

At 6:30 pm a motion was made by Matt, seconded by Patti, to enter executive session pursuant to 5ILCS 12/2 ©(1) to discuss the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body or legal counsel for the public body, including a complaint lodged against an employee of the public body to determine its validity. Roll call: Matt Steffen-yes, Ron Legner-yes, Kyle Merkle- yes, Justin Morfey-yes, Patti Welander-yes, Dawn Hanafin yes. Motion carried 6 yeas, 0 nays.

At 6:46 pm a motion by Patti was seconded by Matt to return to regular session. Roll call: Matt Steffen-yes, Ron Legner-yes, Kyle Merkle- yes, Justin Morfey-yes, Patti Welander-yes, Dawn Hanafin yes. Motion carried 6 yeas, 0 nays.

Motion to adjourn by Kyle, seconded by Justin was approved by unanimous voice vote. Meeting was adjourned at 6:47 PM.
