City of Pontiac City Council met Sept. 3.

Here are the minutes provided by the council:

The regular meeting of the Pontiac City Council was held on September 3, 2024. Mayor Alvey called to order the meeting of the City Council at 7:00 P.M.

The City Clerk was directed to call roll, and the following members of the Council were present: Giovanini, Barr, Kallas, Eckhoff, Causer, Lee, Cranford, Howard and Wille. Absent: Bradshaw

MEETING OF THE PONTIAC CIVIC CENTER AUTHORITY

Mayor Alvey asked that the record show the same Aldermen present for this meeting as are present for the regular Council meeting: Giovanini, Barr, Kallas, Eckhoff, Causer, Lee, Cranford, Howard and Wille.

Mayor Alvey asked if there was any business to come before the Civic Center Board this evening. Hearing none, he declared the meeting closed.

CONSENT AGENDA

Mayor Alvey stated that there were (6) items on the consent agenda. He asked if any needed to be removed for later discussion. Hearing none, motion made by Barr and second by Giovanini that the items on the consent agenda be approved as presented,

A. Motion by Barr, second by Causer to approve the minutes of the August 19, 2024 City Council meeting. On a roll call vote motion carried 9-0. Aye votes recorded: Giovanini, Barr, Eckhoff, Kallas, Lee, Causer, Cranford, Howard and Wille.

B. Motion by Barr, second by Giovanini to approve the minutes of the Committee of the Whole on August 28, 2024. On a roll call vote motion carried 9-0. Aye votes recorded: Giovanini, Barr, Eckhoff, Kallas, Lee, Causer, Cranford, Howard and Wille.

C. Motion by Barr, second by Giovanini to approve payment of bills totaling $598,084.92 from all funds. On a roll call vote motion carried 9-0. Aye votes recorded: Giovanini, Barr, Eckhoff, Kallas, Lee, Causer, Cranford, Howard and Wille.

D Motion by Barr, second by Giovanini to approve request for street closure for parade permit by PTHS on October 4, 2024. On a roll call vote motion carried 9-0. Aye votes recorded: Giovanini, Barr, Eckhoff, Kallas, Lee, Causer, Cranford, Howard and Wille.

E. Motion by Barr, second by Giovanini to approve a Peddler's Application by Conxxus Fiber. On a roll call vote motion carried 9-0. Aye votes recorded: Giovanini, Barr, Eckhoff, Kallas, Lee, Causer, Cranford, Howard and Wille.

REGULAR AGENDA

A. Resolution 2024-R-006

Motion by Eckhoff, second by Howard to approve Resolution 2024-R-006, regarding traffic sign repair, sharing cost with IDOT. On a roll call vote motion carried 9-0. Aye votes recorded: Giovanini, Barr, Eckhoff, Kallas, Lee, Causer, Cranford, Howard and Wille.

B. Approval - Humiston Trust - Ambulance Substation

Motion by Cranford, second by Causer to approve and authorize the Mayor's signature regarding the donation agreement between the Humiston Trust and the City, The trust

donation of $1,500,000.00 in yearly installments of $300,000.00 for (5) years, as written. On a roll call vote motion carried 9-0. Aye votes recorded: Giovanini, Barr, Eckhoff, Kallas, Lee, Causer, Cranford, Howard and Wille.

C. Rec Center Generator

Motion by Causer, second by Lee to seek proposals for a generator for the Rec Center. AARPA funds will be used for some of the cost. On a roll call vote motion carried 9-0. Aye votes recorded: Giovanini, Barr, Eckhoff, Kallas, Lee, Causer, Cranford, Howard and Wille.

D. Home Study Special Committee Report

An update of meetings for the Special Housing Committee to prepare for the meeting with the Illinois Housing Authority. Suggestion was the 1st Tuesday of the month, for a few months.

E. Wayside Ageeement with Looking for Lincoln Heritage Coalition

Motion by Eckhoff, second by Barr to approve the Memorandum of Understanding and Land Use Agreement with the Lincoln Heritage Coalition, the Livingston County Historical Society and the City regarding the Albert Cashier project for wayside installation at the Strevell House property. On a roll call vote motion carried 9-0. Aye votes recorded: Giovanini, Barr, Eckhoff, Kallas, Lee, Causer, Cranford, Howard and Wille.

Mayor Comments

Thanked all that worked for and with the Threshermen' Parade and reunion. The reunion was well attended. The mayor also mentioned the 1st PTHS football game on September 5th.

Administrator Comments

Finance Committee is set for September 10th at 5:30 PM. Jim Woolford announced the Splash Pad is now closed for the season. Ice Rink quotes will be brought to the next council meeting. Also project quotes for the Centennial Plaza project.

Council Comments

Alderman Barr thanks Liz Vincent and staff for work on the Heritage Corridor. Alderwoman Eckhoff would like staff and Council to address the idea that the Lipinski's gave for the tree in Block 59 And to have a time line and make decisions on various projects.

Alderman Giovanini also asked staff for a time line for certain projects
